The General Authority for Governmental Services is an Egyptian public authority affiliated to the Ministry of Finance. It was established on 2 September 1971 in accordance with the Presidents Decree No. 2126 of 1971, in order to carry out the planning and follow-up of the procurement and selling operations of the administrative apparatus of the State.
The General Authority for Governmental Services carries out several important functions, which are summarized in the following lines:
Procurement Field
Conducting studies and research on the procurement processes of the administrative apparatus of the State, public bodies and local administration units, and establishing the necessary rules and legislations to regulate these operations in order to rationalize expenditure.
Studying and estimating the needs of the types of writing paper, printing and photography.
To authorize what is necessary and necessary for the actual need for work, and to refrain from all forms of wasteful use of public money and ostentatious expenditure.
Inspection of procurement works in various government agencies to ensure the implementation of the provisions of Law No. 89 of 1998 and its executive regulations.
Provide information on contractors, suppliers, consulting offices and expert houses, in accordance with Article 14 of Law No. 89 of 1998, and on prices for contracts executed by these entities.
Conducting the studies and research necessary to prepare and amend the legislation regulating the work in this field, in order to keep abreast of economic and political developments and eliminate the negative consequences thereof.
Interpretation of all matters related to the application of the provisions of the Tenders and Auctions Law and its Implementing Regulations.
Warehouse area:
conducting warehouse research that aims to organize stores and preserve their assets to reduce waste and damage.
Review annual assays of commodity inputs to reach actual actual needs.
Inspection of the works of government warehouses to ensure the implementation of the list of government warehouses.
Amend and develop the warehouse regulations in line with the various variables.
Follow-up of commodity inventory control units and development of plans for the disposal of idle and scrap stocks and priests.
Sales,
planning, follow-up and preparation of the various sales programs authorized by the Authority by the government agencies of the categories of cars, rawkid, scrap and priests such goods, goods and customs cars, to be presented at certain times to ensure the sale and absorption of the market.
Conducting various sales operations on behalf of government agencies to rationalize government spending.
Services:
And the follow-up of the application of the rules of the use of passenger cars government approved by the main committee of cars formed by the Authority to regulate the use of these vehicles and rationalize spending on them.
To carry out the executive work for the liquidation of the recovered funds and property, in accordance with the decisions issued by the liquidation committee in this regard, and to address the phenomenon of infringements, and take the necessary legal action and disposition of what is available for sale.
The inventory of the administrative housing units of the state owned and leased and its space lands, and the necessary studies and research in this regard to serve the decision makers.
Training area:
The training center in the Authority shall hold free training programs for employees of various government agencies in the field of procurement, stores, sales and cars, in order to raise the efficiency of these employees and improve performance. The Center is also active in participating in the national project to improve the efficiency of inventory management through free training for the various employees of the department stores in the country on the coding program, and how to use the guide to the classification and numbering of the items of commodity inventory. |
