The Ministry of Energy has prepared a program for the development of the gas engine fuel market until 2024, for which it requests from the budget 175 billion rubles. The key objectives of the program are to increase the number of gas stations by 4 times, gas sales there by 5 times.
Developed by the Ministry of Energy with the participation of the Ministry of Industry and Trade and the Ministry of Transport, the six-year subprogram “Development of the gas engine fuel market” assumes the allocation of 174.7 billion rubles from the budget. on subsidies to oil and gas companies, car manufacturers, regional authorities for the purchase of public transport and other market participants. The representative of the Ministry of Energy declined to comment on the document. The press service of the Ministry of Transport did not respond to the request of RBC. A representative of the Ministry of Industry and Trade confirmed that the ministry considered a version of the concept prepared by the Ministry of Energy. “Through the Ministry of Industry and Trade of Russia, budget allocations are planned in the amount of 2.5 billion rubles. in 2019 and 13 billion rubles each. in 2020–2024, ”he specified.
Who will receive subsidies and compensation
According to the program, oil and gas companies, which will build new gas stations, are expected to compensate for 25 to 40% of expenses (based on the cost of one cryofuel at 150 million rubles and 160 million rubles for refueling at compressed gas). This, according to the authors of the document, will help companies recoup losses from the stations in the first three years of their existence and reduce the payback period to seven to eight years.
For these purposes, the Ministry of Energy proposes to allocate 40 billion rubles in 2019–2024. Another 67.5 billion rubles. The Ministry of Industry and Trade will distribute to support the growth of the fleet on gas - 10 billion rubles each. per year for five years will receive the producers of such transport.
It is proposed to allocate 16 billion rubles for the purchase of railway and water transport companies for LNG. By August 2019, the Ministry of Finance and the Ministry of Economic Development have been instructed to develop benefits for bunkering for LNG.
In addition, the program lists in a separate line the costs of "promoting the expansion of the use of natural gas as motor fuel" - this is 1 billion rubles.
While financing of the program is not coordinated. "The document is considered in the prescribed manner," - told RBC in the press service of the Ministry of Finance. "So much money in the budget for the development of gas engine fuel is not there, and there are not enough financial justifications for their allocation," the source told RBC. In order for the activities of the program to be implemented in full, the document must be agreed before the end of 2019.
What will be the results of the program
According to the authors of the program, now the gas engine fuel market is hampered by the lack of gas filling stations, bunker bases in the ports, and railroad equipment points. Another problem is the lack of production of both gas-powered vehicles and open-pit and agricultural machinery, limited ability to convert the existing vehicle fleet to gas motor fuel and the high cost of foreign gas motor vehicles.
As an effect of the implementation of the program, the Ministry of Energy is waiting for a five-fold increase in the gas market for domestic transport, up to 3.8 billion cubic meters. m per year by 2024 with 685 million cubic meters. m in 2018. By this date, the construction of 1.4 thousand gas stations. By 2030, in an optimistic scenario, the agency predicts a growth in gas consumption in transport to 10.7 billion cubic meters. m per year, and the growth of the fleet, which will be able to use gas - up to 700 thousand units.
