Work Detail The National Grid Corporation of the Philippines (NGCP) will begin construction of the Pagbilao substation before the end of the year to cater to new generating capacities in Quezon province where power plants are being built to address rising demand for power. NGCP said the Pagbilao 500-kiloVolt (kV) substation project will address transmission issues in Quezon and accommodate incoming power generation which include the 420 megawatts (MW) Pagbilao coal-fired power plant expansion, 500 MW San Buenaventura Power coal-fired power plant and 600 MW combined-cycle power plant of Energy World Corp., among others. “With over 1,500 MW of power coming into the grid once these plants are online, we need a new gateway of power in the Quezon Province which can fully accommodate all these,” NGCP said in a statement. “The Pagbilao 500kV substation will help ease voltage and load issues of nearby substations like Tayabas and further enhance transmission of power not only in Quezon Province but in the entire Luzon grid as well,” it added. NGCP said the project is targeted to be done by March 2020 and has an approved cost of P4.016 billion by the Energy Regulatory Commission. Aside from constructing a new substation, the project will also involve the expansion of the existing Tayabas 500kV substation to address the problem of overloading in the Tayabas 500/230kV transformers and fault level issues. NGCP also said it completed a series of public consultations with the Pagbilao local government unit (LGU) and the communities to be affected by the project to gain their support and address issues they may have, especially in terms of right-of-way acquisition and the possible effect of the project to their livelihood. “We hope that with the cooperation of the LGU, other related government agencies and host communities, we will be able to fast-track the project’s implementation and enable a stronger power transmission backbone in Southern Luzon,” it said. NGCP is a privately-owned firm that operates, maintains and develops the country’s power grid. It transmits electricity through an interconnected system of transmission lines, towers, substations and related assets.
