Work Detail The National Agency for Petroleum, Natural Gas and Biofuels (ANP) is today announcing (3) the schedule for the preparation and execution of the public call for the contracting of transportation capacity in the Bolivia-Brazil Gas Pipeline (Gasbol). The proximity of the expiration of the contracted natural gas transportation service contract, called the TCQ Brasil Contract, led the ANP to request the Brazilian Gas Pipeline (TBG) to submit a draft Public Call Notice, which will be subject to consultation and public hearing. Only after approval of the public notice by the ANP, will TBG indirectly carry out the public call for contracting capacity. The TCQ Brasil Agreement, entered into on February 25, 1999 between Transportadora Brasileira Gasoduto Bolivia-Brasil and Petrobras, expires on December 31, 2019, and refers to a transportation capacity of 18.08 million cubic meters per day of natural gas. The TBG public call will be the first step in the process of implementing the capacity reserve regime in Brazil (by inputs and outputs), to be conducted by the ANP together with the transporters and other agents of the natural gas industry, in line with the results of the public consultation of the Gas for Growth Program of the Ministry of Mines and Energy. The initiative will enable several new shippers to reserve capacity and use transport services in a flexible and transparent way. Transportation contracting According to the ANP, the opening of a public call for contracting the gas pipeline service aims to identify the transportation capacity to be contracted by shippers interested in a specific gas pipeline. According to the agency, the process guarantees the correct sizing of the transport infrastructure, avoiding the waste in the allocation of resources both in the case of oversizing of the infrastructure, which would cause the transportation facility to idle, and in the case of undersizing that, inevitably, would not benefit the gains of scale derived from the correct sizing of the original design. The ANP also says that the public call also guarantees equal treatment between the shippers participating in the process, avoiding the discrimination of agents by the carrier, which is especially important in situations where the carrier controls or is controlled by companies operating in the loading activity.
