2015-2017 Municipalities of Lithuania bought 56% of cars in a public procurement with the participation of only one supplier. For a higher than average price, 42% of new cars were bought, 34% of new cars were hired. Often in the procurement documents, the technical requirements are adapted to a specific supplier and a specific car.
According to the data provided by the Public Procurement Office "Public procurement of passenger cars of the municipalities of the Republic of Lithuania" for 2015-2017, 54 municipalities bought or leased cars during this period. In total 315 cars were bought or rented for almost 5.2 million cars. Eur. Municipal cars were bought almost as often as they were rented in the VPN report.
The vast majority of all purchased / rented cars are new. The most popular brands are Škoda (36.8% of all cars purchased during the mentioned period) and Volkswagen (21.6%); the remaining 18 marks were 41.6% of municipal vehicles purchased.
There are many suppliers in the car market that can compete with each other, but municipalities do not use this option well. Although 2015-2017 Municipal car purchase / lease agreements were concluded with 90 suppliers, but nearly half (40.2%) of the contracts concluded accounted for contracts with 10 largest suppliers. Moller Auto (5.7%) and NT Valdos UAB (5%) share the first positions according to the value of the contracts.
Information often appears in the public space, and the Office reaches reports of vague public procurement of passenger cars. In order to assess how often municipalities purchase cars when they have won uncompetitive offers, the Authority analyzed the results of 2012-2017. Municipal Central Authority Procurement Information System (CVP IS) published reports on procurement procedures for passenger cars. The analysis showed that in 2012-2017
Single supplier purchases accounted for 63% of all purchases. Although this negative trend has somewhat mitigated in recent years (by 2015, the "Single supplier" purchases have fallen by 17%), but given the fact that the market has more than one car in its class with competitors and is not one supplier of these cars, such a high "One supplier "percentage in municipal car procurement is unjustified.
The Office observes that municipalities often abusively use the purchase or rental of cars when preparing their purchase documents, they define the technical requirements of a previously known and desired car from the intended supplier.
2015-2017 The average purchase price of one new car was 19,200 Euro, the rental price for the entire rental period was similar - 19,100 Eur. In the above-mentioned period, 42% of new cars were purchased for a higher-than-average price, and 34% of new cars were leased.

The review also reveals that when purchasing cars, municipalities often allow state funds to be luxurious - they prefer more and more exclusive models, which significantly increases the price of a car. Especially in view of the fact that many municipalities have debts, such behavior is unjustified. Over the period under review, about 18% new cars have been introduced with more luxury and comfort requirements, such as: engine power from 200 kW, rim diameter of 18 inches, only light / dark leather seats, leather-coated steering wheel, leather door covers, audio system with at least 10 speakers, boot opening with leg movement , a maximum speed of 210 km / h and so on
Significantly higher values ??than the average purchase / lease contracts for passenger cars were signed by the specific requirements of those municipalities whose cars were high. Such a contract for 2015-2017 The following municipalities were formed: Kaunas city, Neringa, Kaunas district, Plunge district and Klaipeda city.
In order to save budget, the Authority proposes to centralize car procurement and purchase or rental cars using the CPO LT electronic catalog.
