Work Detail The central figure of police intervention in hospitals and companies is the North Bohemian entrepreneur Tomáš Horácek, connected to HTS Corporate Group. These companies also have "mailbox" companies. Both hospitals and VZP still bought them for hundreds of millions of crowns. Companies only had a virtual seat, no employees, or a website. Public contracts from these companies were up to a third overpriced. "Some companies in the HTS Group Group were prominent in the amount of orders they had received in the health care even though they showed signs of typical clipboard companies," said Milan Eibl, an analyst at Transparency International, for Aktuálne.cz. Aktuálne.cz: What do you think are untrustworthy companies from the HTS Corporate Group portfolio? Milan Eibl: Some of them originated as so-called ready-made companies, without any background, based on virtual addresses. Such small and opaque companies soon began buying healthcare orders for hundreds of millions of crowns. This is not the common practice of serious companies. What do you think are the links of the entrepreneur Tomáš Horácek to the HTS Corporate Group, in which the police intervened on Friday? Tomáš Horácek is not officially registered in this companys business register, but is connected with this company. His First Protected Workshop is a part of the HTS Corporate Group and he himself performed for some companies in the group. A network of interconnected companies around Tomáš Horácek is quite extensive. We found out that the orders of companies connected to Tomáš Horácek were up to one-third more expensive in some hospitals - for example, the purchase of the operating table from the Tender Consortium subsidiary went to FN Brno up to a third of the groove than in hospitals that were purchasing directly from the manufacturer. A 40-million-year-old tender last spring was entrusted to VZP, for which it was supposed to arrange for the printing of promotional materials. When the editorial board asked VZP why this contract was entrusted to an obviously untrustworthy firm, she only replied that the firm had met all the tender conditions. Has VZP proceeded correctly? In that case, the tender conditions were probably not well set. If the contracting authority pays public contracts for tens of millions of crowns, he should more thoroughly verify to what extent the supplier is a reliable partner, and to what extent he / she is exposed to risks, whether in terms of conflict of interest or ability to fulfill the engagement.
