- The Yen Xa wastewater treatment project (Thanh Tri, Hanoi) has a total investment of tens of trillion VND, with 4 main construction and installation packages. Struggling 2 - 3 years have not selected the contractor
Yen Xa wastewater treatment system (Thinh Liet commune, Thanh Tri district, Hanoi) has a total investment of more than 61 million yen (equivalent to over 16,293 billion VND). The project utilizes Japanese ODA, through the Japan International Cooperation Agency (JICA), which accounts for 85% of total investment; The rest is reciprocal capital of TP. Hanoi.
The project consists of 4 main construction and installation packages which are organized for international competitive bidding, including: Package 1: Construction of Yen Xa Wastewater Treatment Plant with the capacity of 270,000 m3 / day; Package 2: Construction of a sluice system for To Lich and main sluices; Package 3: Construction of drainage system for Lu river; Package 4: Construction of drainage system for a part of Ha Dong area and new urban areas.
Of the 4 packages mentioned above, only 2 packages were offered as Package 1 and 3. Both packages are in the search for contractor. Recently, the Hanoi Sewerage Project Management Unit - the Procuring Agency has issued a decision to cancel the package No.3. According to an official in charge of bidding for this package, during the process of selecting contractors , two joint venture contractors passed the technical evaluation stage, to the financial evaluation stage. However, both tenders have a higher bid price than the bid price. Due to the time of validity of the tender guarantee, but the contractor does not renew the contract, the investor must decide to cancel the contract to organize the bidding. By 11/6/2018, the bidding documents and plan for selection of contractor for this package are being submitted for approval, awaiting approval.
Previously, the bid solicitor published the invitation to bid package No. 3 in Tender No. 161 issued on 25/8/2016. The selection of contractors is carried out in the form of open international tender, with a two-pocket dossier mode. Bidding was VND13 billion, bid price was VND1,076.27 billion. Since the announcement of bid invitation so far, that is after nearly 2 years, the Package still "stepped on foot", have not selected the winning bidder.
Not only Package 3, Package 1 also common plight. The tender invitation notice of Package 1 is published on Tue 236, issued on 10/12/2015. The remaining two construction and installation packages, according to the staff of the Board, are also awaiting approval of the bidding documents.
In addition to the above four main construction and installation packages, as of June 11, 1818, only seven tender packages under the project have been selected by the successful bidder and several completed tender packages. Construction works, mainly consultancy and construction, site clearance. Does the project meet the deadline?
According to reporter Tuan, at the start of the project, in October 2016, this is considered one of the largest and urgent projects of Hanoi on waste water treatment. After completion, Yen Xa Wastewater Treatment Plant is expected to collect and treat all wastewater from Ba Dinh, Cau Giay, Thanh Xuan, Dong Da, Hoang Mai, Ha Dong and Thanh Tri districts. . As designed, the collector sewer system will be constructed using underground drilling technology to avoid the complex operation of the pump stations and land requirements smaller. The sewer system collects underground under the stripes of trees and rivers, limiting bad impacts on the transport infrastructure, affecting the environment and the surrounding population.
At the start of construction, the project is expected to be completed by October 2019, two years ahead of the original design (2021). The shortening of this time is calculated to save $ 40 million.
