The construction of barracks for improved planning for military servicemen under the contract estimate of the Ministry of Defense of Ukraine provides 2.3 billion UAH.
This was announced by Deputy Chief of the Main Housing and Maintenance Directorate of the Armed Forces of Ukraine, Colonel Alexander Cherginets, during a briefing on Wednesday on the implementation of the project for the construction of residential complexes for contract soldiers.
"The construction of barracks for improved planning for contractors estimated by the Ministry of Defense of Ukraine provides 2.3 billion hryvnia," the report said.
According to Cherginets, construction is carried out on the territory of military towns throughout the country. In total it is planned to build 184 barracks of improved planning with a total of 23,000 seats in 21 regions of Ukraine.
"The procurement of the construction of each of the 184 buildings is carried out through the electronic system of public procurements" ProZorro "in accordance with the Laws of Ukraine" On Public Procurement "and" On the Specifics of Procurement of Goods, Works and Services for Guaranteed Defense Needs, "the Colonel said.
He added that a lot of specialists, public activists and volunteers were involved in the preparation of the implementation of this project in the defense department.
"At the initial stage, the Ministry of Defense of Ukraine worked out typical tender documentation and contract agreement, which applied new approaches to the Armed Forces of Ukraine. In particular, the step-by-step systemic control of the construction progress, the application of strict liability for violation of the terms of the contract and the possibility of unilateral termination of the contract, "- said the representative of the Main Housing Authority of the Armed Forces.
In preparing the documentation, assistance was received from the experts of the Antimonopoly Committee of Ukraine.

The officer also said that a broad informational campaign was organized in the defense department to attract potential contractors to participate in competitive tenders for the procurement of these works. In particular, the publication of full information on the official website of the Ministry of Defense (the main design decisions, the standard bidding documentation and contract agreement, the list of addresses of the location of construction sites, etc.).
In addition, instructor-methodical sessions with tender committees were organized, where representatives of the Ministry of Economic Development and Trade, experts of the electronic procurement system ProZorro shared their experience.
"Procurement procedures are organized by the system control, which involves the audit, prevention and anti-corruption units, volunteers and social activists. The decision of the Minister of Defense of Ukraine also established mobile groups that control the legality of decisions taken and compliance with the law when conducting procurement procedures, "Cherginets said.
