The works on the complete reconstruction of the General Hospital, for which the state, according to the mayor Slobodan Gvozdenovic, devoted a million dinar, have not yet begun, nor has there been any indication as to when it will begin considering that there is still no project documentation to be provided City of Valjevo. Mayor Slobodan Gvozdenovic told Vujic TV in October last year that works on the reconstruction of the General Hospital will start in the spring of 2018. He explained that the approval of the Ministry of Finance was obtained that the City, although not the founder of the hospital, could finance the reconstruction project. At the end of last year, on December 28, public procurement of the project for reconstruction, adaptation and extension of the General Hospital was announced, the estimated value of which was 8.333.334 RSD without VAT. The Public Procurement Monitoring Working Group, which was formed by the Mayor at the end of August last year and whose President Mihailo Milutinovic stated at the session on January 5 that the opening of the bid will be on February 1st, and the deadline for the project is 90 days. However, only six days later on January 11, the same Working Group concludes that to make changes to the public procurement and the vd of the Mayor of the City of Zagreb decides to suspend the procedure with the explanation that at the time of the initiation of the procedure we could not predict the shortcomings of the project assignment , which disable the start of the procedure. Probably because of the subsequently observed shortcomings of the project task or the desire to save in the original public procurement, the estimated value for the development of project documentation for the reconstruction of the General Hospital has now significantly increased, and the Public Procurement Plan for 2018 defined 41,666,667 net of VAT -a. To date, not even five months later, public procurement for the preparation of project documentation has not been announced, but the Public Procurement Monitoring Group at its meetings continued to deal with this public procurement. Thus, at a session held on February 1, it was announced that the Public Procurement Department had been provided with a project task for the complex of the General Hospital Valjevo, made up of architect Andelka Mandic Milutinovic, and thus all conditions were met in order to be in the shortest announce the public procurement deadline . Then, at a session held on 5 February, the Working Group concluded that Head of the Department of Social Affairs, Zora Bojicic, should send a request for initiation of a public procurement procedure for the project of the General Hospital in Valjevo. At the Working Group meeting held on February 8, employees of the Public Procurement Department, members of the Working Group informed that the public procurement for the project of the General Hospital in Valjevo has not been announced and that Milan Matic, as project coordinator and architect, should agree on the technical specification. Andjelka Mandic Milutinovic, and that after the reconciliation, the realization of public procurement will begin . At a Working Group session held on February 27, Ana Stefanovic, a member of the Public Procurement Department, informs the Working Group that Milan Matic, coordinator of the General Hospital project, is contacted and, according to him, the documentation for the publication of the tender will be completed in seven days. The working group is to immediately announce public procurement after the submission of the documentation, it was stated in the minutes of the session. I recall that according to the decision of the mayor of Slobodan Gvozdenovic, for each session of the Working Group for monitoring of public procurements, the president paid 3,000 dinars, and the members paid 2,000 dinars. In spite of that, the results were absent, at least as far as the public procurement of the project for the reconstruction of the General Hospital was concerned. This efficient work of the City Administration and the mayors Working Group jeopardized the project that Slobodan Gvozdenovic announced in October last year as a capital investment of the State through the Public Investment Management Office. It is planned to be an adaptation of the surgical block, the building of neurology and pediatrics, the Rehabilitation Center, the Department of Breast Cancer and Pathology, the old building, the Polyclinic building, psychiatry, the Center for Mental Health and the administrative building. As stated in the technical documentation, in the first phase of the work, the roof covering with elements for drainage of atmospheric waters should be replaced, insulation and arrangement of all external wall surfaces should be done, replacement of the entire façade joinery, outer doors, and access annexes to the stairway objects, ramps and canopies. In the second phase it is planned to arrange electrical and plumbing network, internal walls, elevators, installed ice lights, central air conditioning, additional ventilation in operating rooms.
