Work Detail Guam Community College has asked the public auditor to dismiss a procurement appeal related to the construction of a $4 million project to help Guam law enforcement solve crimes using DNA evidence. GCC says the losing bidder didnt timely file a protest and the public auditor therefore lacks jurisdiction. Phil-Gets (Guam) International Trading Corp., doing business as J&B Modern Tech, is protesting GCCs intent to award a $4 million DNA laboratory construction contract to ProPacific Builder Corp. GCC asked the public auditors hearing officer to expeditiously dispose of J&B Modern Techs appeal without a hearing because of a lack of material facts in dispute. GCC is handling the procurement for Guams first DNA forensic laboratory, which will be built on the Mangilao campus, where the existing Guam Police Department Crime Lab is located. If and when successfully built, the DNA forensic laboratory will not only help Guam police catch criminals but also will help students gain a better understanding of police forensics. GCC in 2014 announced it had received a $5 million loan from the U.S. Department of Agriculture to build the DNA forensic laboratory and to renovate college Building 100.
