Work Detail Property owners in the city, and some owners of property just outside city limits, could be paying more for utilities in 2016-17.

The Stuart City Commission on Monday is to decide whether to increase water and sewer rates by 3.6 percent and sanitation and stormwater rates by about 1.3 percent. Sanitation includes garbage, recycling and yard trash.

The increases are proposed, in part, to keep up with rising costs, said David Peters, assistant public works director. The four utilities are funded entirely by user fees.

If the increases are approved, the average residential customer, who uses 6,500 gallons of water per month, would pay about $3.23 more per month for all four utilities, according to Peters.

Proposed rate increases would generate about $191,000 more for the water fund, $168,000 for the sewer fund, $68,750 for the sanitation fund and $9,000 more for the stormwater fund, according to Peters.

Water- and sewer-rate increases also would help pay off debt service for a $5.9 million city water-main rehabilitation.

The city increases utility rates annually, and has raised water and sewer rates by 3.6 percent for the past four fiscal years based on the findings of a 2012 study by the Public Resources Management Group Inc.

The proposed 1.3 percent increase for the sanitation and stormwater rates is based on the Florida Public Service Commission's price index published in December.

In addition to affecting property owners in the city, it would impact about 500 owners of property in unincorporated Martin County who are Stuart water and sewer customers.

There are no Stuart sanitation or stormwater customers outside city limits.
