Work Detail On 11 June 2025, Mohammed Rali Badissy chaired a webinar bringing together industry leaders to guide consumers and businesses navigate the evolving energy procurement environment in Zambia The session focused on three strategies reshaping energy access: onsite power generation, Power Purchase Agreements (PPAs), and Energy as a Service (EaaS), providing viewers with guidance to select the most suitable procurement pathway. As defined by the World Bank, PPAs are a contract between a power seller, usually an independent seller, and buyers for electricity supply. In contrast, the Energy as a Service (Eaas) model enables consumers to pay periodically for energy consumption instead of purchasing the energy device outright, offering versatility and reduced upfront costs. Rodgers K Muyangwa, senior manager of the Energy Regulation Board (ERB) in Zambia, emphasised that all PPAs must comply with the government legislation, include commercial terms and meet technical requirements. Section 19 of Zambia’s Electricity Act outlines the mandatory provisions. Ian Griffiths, director of Enersado Energy Limited Zambia added that ERB will, “help you all the way through this process,” underscoring the Board’s supportive role. Muyangwa discussed the transformative impact of the 2019 National Energy Project, which promotes private sector leadership and lowers barriers to power trading in Zambia. Bankability of PPAs Brian Tahinduka from Standard Bank states: “The bankability of a PPA is the beginning or the foundation of each project.” To achieve this bankability, developers must produce documents involving the financial, social and environmental assessments to meet Standard Bank and Zambia’s national standards. Jo Dean, executive director at Enerj Carbon Management and SAESA board member, shared her experience in delivering a hybrid renewable energy project for a large gold mining company, demonstrating that renewable energy can meet industrial demands. She emphasises the importance of understanding permits and building relationships with network providers. The webinar’s overarching message: collaboration, information sharing, and mobilising expertise are essential in addressing Zambia’s energy challenges.
