However, a detailed analysis of the text reveals that the Registry, far from having completely disappeared, remains an active tool within the public works system. The provision establishes in paragraphs that, for contracts with an official budget of less than fifteen thousand modules (M 15,000), contracting entities may , if they deem it appropriate, allow public works contractors registered in the Registry to submit bids. Furthermore, this possibility may be included in the Specific Conditions Documents when seeking to expand the scope of the tender process and encourage competition among bidders. These explicit mentions indicate that the Registry continues to be valid and functional within certain limits. In fact, it has been verified that the computer system still allows the upload of related procedures, such as updating contracting capacity. One such file was recently submitted and accepted, confirming that the administrative infrastructure remains operational. Inquiries made to internal sources indicate that the Registry is currently supported by permanent staff, while temporary staff has been reassigned to other areas. Permanent agents have been relocated to purchasing offices, from where they continue to operate and manage Registry-related documentation. Given this context, companies with current—or expired—registrations are recommended to update their work capacity. Despite the paradigm shift brought about by the provision, Registry documentation may continue to be required in bidding processes, especially those with smaller budgets. The situation is ambiguous: the Registry has been formally discontinued as a centralized structure, but in practice it remains active under a more flexible framework. The declared elimination coexists with a residual operational capacity that, for now, maintains its usefulness in the national public works ecosystem.
