Bidar Transco Limited, a wholly owned subsidiary of Power Grid Corporation of India Limited, filed a petition under Section 63 of the Electricity Act, 2003 before the Central Electricity Regulatory Commission seeking adoption of transmission charges for a transmission project. The project involves augmentation of transformation capacity by installing three 500 MVA, 400/220 kV interconnecting transformers and one 1500 MVA, 765/400 kV interconnecting transformer at Bidar pooling station on a Build, Own, Operate, and Transfer basis. The competitive bidding process was managed by REC Power Development and Consultancy Limited, which was appointed as the Bid Process Coordinator by the Ministry of Power. The process began with the publication of the Request for Proposal on October 12, 2024, followed by bid submission on December 23, 2024. Two bidders, Power Grid Corporation of India Limited and Megha Engineering and Infrastructures Limited, participated in the bidding. Their technical bids were opened on December 23 and financial bids on December 30, 2024. The initial lowest bid was Rs. 532.89 million. An e-reverse auction was conducted on December 31, 2024, where 48 bids were received. At the end of the auction, Power Grid Corporation of India Limited emerged as the lowest bidder with a final quote of Rs. 468.79 million. Megha Engineering and Infrastructures Limited submitted a final offer of Rs. 469.97 million. On January 2, 2025, the Bid Evaluation Committee recommended issuing a Letter of Intent to Power Grid Corporation of India Limited, which was issued on January 6, 2025. The Share Purchase Agreement was signed and the Special Purpose Vehicle was transferred to Power Grid on February 18, 2025. Subsequently, Bidar Transco Limited, now under Power Grid, filed the present petition for adoption of the discovered transmission charges. The Commission verified that the entire bidding process followed the guidelines issued by the Ministry of Power and was conducted transparently and competitively. The scope of the project includes several critical elements such as transformers and line bays at the Bidar pooling station, with scheduled completion over the next two years. The total estimated cost of the project is ?2,486.40 million. The tariff of ?468.79 million discovered through the bidding process was lower than the estimated tariff of ?525.88 million. The Commission found the bidding process to be in line with the guidelines under Section 63 and approved the adoption of the discovered tariff. It also stated that the transmission charges shall remain valid throughout the duration specified in the Transmission Service Agreement. Sharing of these charges among various stakeholders will follow the provisions under the 2020 Regulations for sharing of inter-state transmission charges and losses. The petition was disposed of accordingly by the Commission. |
