Expression of Interest for STE to Define and Promote Understanding of Anti-Harassment and Bystander Attitude in Lebanons TVET Sector Pn: 18.2208.9-002.00 Quavet Closing Date: Monday, 30. General information a. Brief information on the project The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy. Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market. The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), requires further support in involving the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The projects advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs in the field of Maintenance of Manufacturing Machine (MMM) at BT level as well as the field of Health Inspection & Food Safety (HIFS) at TS Level. b. Context Harassment remains a structurally under-addressed issue in Lebanons Technical and Vocational Education and Training (TVET) sector as well as the education sector in general, where students and educators alike operate in environments with limited institutional guidance, unclear procedural frameworks, and an absence of standardized, context-specific definitions. These gaps hinder effective identification and reporting of incidents, limit proactive prevention efforts, and create challenges for TVET institutions in fostering safe, inclusive, and rights-based learning environments. Despite existing national legislation, including Law No. 205/2020, and institutional frameworks under the Directorate General of Vocational and Technical Education (DGVTE), there remains a critical gap in context-specific definitions, awareness, and reporting mechanisms related to harassment and bystander responsibility in educational settings. The bystander attitude refers to the mindset of recognizing harmful situations and choosing to safely step in or help, rather than staying passive. This initiative aims to strengthen institutional understanding and student/teacher engagement by developing legally grounded, culturally sensitive definitions of harassment and bystander attitude; producing accessible, low-resource outreach materials; and providing actionable legal and policy recommendations. It further seeks to support the creation of a student-centered, anonymous digital reporting portal, ensuring equitable access for diverse and often marginalized student populations. The approach emphasizes participatory validation, inclusive communication, and practical integration within public TVET institutions, with a commitment to sustainability and responsiveness through tools such as feedback surveys and digital resource kits. c. GIZ shall hire the contractor for the anticipated contract term, from 10.07.2025 to 10.07.2026. d. The contractor shall provide the following work/service: Revision of relevant laws and DGVTE regulations to identify key gaps related to harassment and bystander roles and responsibilities in the TVET sector Preparation of clear, context-specific definitions of Harassment and Bystander Attitude under the supervision of the QuA-VET team Development of a concise policy note (in Arabic and English) with actionable recommendations and suggested legal/institutional language for DGVTE integration (Under the supervision of the QuA-VET team) Attending an ASH or a bystander training session in order to align with existing content and ensure consistency in terminology and approach Scheduling and participation in coordination meetings with the QuA-VET team and the DGVTE representatives to align on progress, deliverables, and feedback. Preparation of two types of print-ready awareness materials (examples but not limited to posters and/or flyers) in coordination with the QuA-VET team for students and educators Distribution of awareness materials to at least 15 public TVET schools Guidance on the use and placement of the awareness materials to the schools Updating the content of the E-lesson on Moodle to be tailored to the current context Submitting an outreach report (2 pages) summarizing participating schools, engagement feedback and any challenges encountered Support the design of an anonymous digital reporting portal to be hosted on the DGVTE website by preparing a technical concept and functional design document Writing of mission report and required administrative deliverables Availability after the short term-mission for follow-up discussions QuA-VET can provide material and presentations of former workshops as examples for the contractor to take inspiration from. Administrative Deliverables: Definitions of Anti-Harassment and bystander attitude to be validated by the QuA-VET team Policy note in Arabic and English outlining legal/institutional gaps and integration recommendations Final print-ready files of outreach materials (flyers and/or posters) submitted in high-resolution format for printing and digital use Distribution tracking sheet listing all TVET schools that received awareness materials, including contact focal points and distribution dates Guidance note for schools on placement and usage of outreach materials Visual documentation from participating schools (at least one photo with date and location per school) Technical concept note and functional design document for the digital anonymous reporting portal A comprehensive end of missions report submitted to the QuA-VET team for revision and approval following the structure: Scope and objectives of the mission (including preparation of concept and the steps taken) Approach adopted for disseminating the visibility material onto the partner schools Tender requirements 1. Qualifications of proposed staff 1.1 Expert 1: 1.1.1 General qualifications Education: PHD in Psychology, Gender or Social Science. Professional experience: More than 10 years of experience in Lebanons TVET sector, including direct teaching experience (preferably as a TVET instructor), collaboration with public vocational schools, and familiarity with institutional structures and operational dynamics. Demonstrated experience coordinating with the Directorate General of Vocational and Technical Education (DGVTE) or similar public education bodies, with an established professional network and strong understanding of administrative processes, policy environments, and school outreach. Previous engagement with international organizations on education, capacity-building, or awareness-raising initiatives, particularly those targeting technical or vocational education settings. Experience working with vulnerable or marginalized communities, including youth or at-risk groups, with a focus on inclusion Desired experience in education or institutional policy development, including contributions to definition-setting, reporting mechanisms, or the design of implementation frameworks. 1.1.2 Experience in the region/knowledge of the country Experience in the knowledge of the country Lebanon for more than 10 years. 1.1.3 Language skills Business fluency in English and Arabic. 2.
