Tenders are invited for Consultancy; Mid-term Evaluation of the Improving Access to Justice in the Great Lakes Region, "Uhaki bila mipaka" project Closing Date: 11 Apr 2025 Type: Consultancy Themes: Peacekeeping and Peacebuilding/Shelter and Non-Food Items International Alert (Alert) is an international organization under British law that works in peacebuilding through local civil society organizations through research, advocacy, capacity building, inclusive dialogue, and political and citizen participation. Alert works with populations directly affected by violent conflict to improve their prospects for peace. We also seek to influence the policies and working methods of governments, international organizations such as the UN, and multinational companies to reduce the risk of conflict and strengthen the prospects for peace. We are looking for an external consultant or a consulting firm that meets the following criteria: Excellent written and oral skills in French and English required, including a demonstrated ability to write programmatic performance evaluation reports; Masters degree in a relevant field, preferably in law, conflict resolution, peacebuilding; Proven ability to mobilize key informants from border management and political-administrative-judicial structures in Rwanda and DRC At least 7 years of experience in research and monitoring and evaluation, including a minimum of 5 years of experience in conducting project evaluations, including peacebuilding and/or access to justice projects in the Great Lakes region; Experience in developing and managing group discussions, interviews, and surveys; Ability to understand and take into account the dynamics of ongoing conflicts in the Great Lakes region, conflict sensitivity, national and regional contexts and gender in the evaluations of justice, stabilization and peacebuilding sector projects Ability to be flexible with time and work schedule while being culturally sensitive; Excellent programmatic performance report writing skills; Knowledge of the socio-cultural, economic, legal, judicial and political context of the Great Lakes region; Able to accurately read, digest and analyze large amounts of information, provide succinct summaries and explain the importance of this information. In the event that the consultant or firm proposes national agents or consultants to support the lead consultant, the above criteria will apply with the possibility of adapting the criteria below: Bachelors degree (Bac+5) in a related field, preferably in law, conflict resolution, peacebuilding, human rights, international relations, development or related field At least 5 years of experience in research and monitoring and evaluation, including a minimum of 3 years of experience in conducting project evaluations, including peacebuilding and/or access to justice projects in the Great Lakes region OBJECTIVES OF THE MID-TERM EVALUATION The purpose of this mid-term evaluation is to determine the progress made towards achieving the expected results of the Uhaki Bila Mipaka project during the first two years of implementation (December 2022 to November 2024) and to identify corrective measures, if necessary. This evaluation will make it possible to: Assess the criteria including the relevance, effectiveness, coherence, efficiency, and sustainability of the AtJ project. In addition to these criteria, the evaluation will also assess the criterion of integration of gender, location and cooperation issues. To analyse the effectiveness of the implementation and partnership arrangements between the members of the AtJ consortium. Assess progress by identifying successes, opportunities, challenges and risks in order to identify lessons learned about project design, implementation, coordination and management. Conduct an analysis of key project approaches, including technical achievements and lessons learned. Propose mid-term corrections and/or adjustments to the work plan, if necessary, to be taken into account in the remaining project period or in another likely access to justice project/intervention Specifically, the following themes will be addressed: Accountability: The evaluation will analyse and report on the performance and results achieved at the current stage of the project: Evaluate the intervention of the Uhaki Bila Mipaka project in accordance with the OECD principles (the details of the questions for each criterion are included in section 4 of these ToRs) Verify the modalities of knowledge on rights and free and timely access to legal aid services for communities living in target areas in order to prevent the escalation of conflicts in the Great Lakes region Assess the extent to which the results framework indicators have been achieved: a baseline study was conducted at the beginning of the project and an annual survey for the last two years has just been finalized, which makes it possible to compare the progress of the indicators against the baseline. Participation: The evaluation will seek to analyse how project stakeholders, including community structures, border management officials and political-administrative-judicial authorities in both countries, beneficiaries of legal clinics, etc., are involved in the implementation of the project. And how this involvement makes it easier to achieve or not achieve results. Learning: The evaluation will determine why certain outcomes have occurred or have not occurred, in order to draw lessons, best practices and insights for learning. It will provide conclusions based on solid evidence that can inform the operational decision-making process. Observations will be actively disseminated and lessons will be incorporated into appropriate lessons-sharing systems in the continuation of the project: Capture existing lessons and best practices that can inform recommendations and the planning process Analyze strengths and weaknesses, best practices of the intervention and critical problems identified Refine recommendations on the intervention logic of the Uhaki Bila Mipaka project and, if necessary, programming proposals concerning the main stakeholders in the project. SCOPE Period: This mid-term evaluation covers the period from 1 December 2022 to 30 November 2024 Geographical coverage: the evaluation will cover all the areas of implementation of the project - around 5 border points with Rwanda (Petite and Grande Barrière in Goma, Ruzizi 1 and Ruzizi 2 in Bukavu and Kamanyola); in Rwanda around 5 border points with the DR Congo (The border post corniche and border post truck in Rubavu, Rusizi 1 and Rusizi 2 in Kamembe and Bugarama). The methodology proposed by the evaluators will have to determine how, and with what risk analysis, the collection of information will or will not be carried out in the area currently controlled by the AFC/M23 or will be carried out remotely. Bénéficiaires directs du projet : les bénéficiaires des cliniques juridiques, les membres des structures communautaires appuyées par le projet dans les deux pays, les officiels des frontières en poste lors de la période évaluée notamment concernant lOrdre opérationnel des frontières terrestres congolaises, les autorités judiciaires et les autorités locales également en poste jusquau 30 novembre 2024 (maires, responsables de districts, bourgmestre, administrateurs des territoires, chefs des groupements, magistrats, avocats, représentants des ministères de la Justice). A la rédaction de cet appel, certains informateurs clés ayant été impliqués dans le projet ne sont plus présents dans la zone de mise en uvre en RDC étant donné la situation de guerre à Goma, Bukavu et Kamanyola. Le cabinet retenu pourra proposer au consortium son approche et sa méthodologie pour atteindre ces informateurs clés. CRITÈRES DÉVALUATION ET QUESTIONS CLÉS Pertinence Les objectifs du projet Uhaki Bila Mipaka sont-ils toujours valables et fondés ? Les activités mises en uvre permettent-elles datteindre les résultats et objectifs attendus ? Les activités et les produits du projet sont-ils bien adaptés à limpact et aux effets recherchés ? Est-ce quil y avait des risques majeurs qui nétaient pas pris en compte par léquipe du projet durant la période écoulée ? Le projet était-il pertinent au regard du contexte politique transfrontalier entre la RDC (Goma, Bukavu et Kamanyola) et le Rwanda (Rubavu, Rusizi 1 et 2) qui prévalait jusquau 30 novembre 2024 ? Le projet répond-t-il aux besoins des groupes cibles [1] ? Le projet était-il aligné avec des interventions des autres organisations nationales et internationales travaillant sur les questions transfrontalières ? Efficacité Dans quelle mesure le projet tend vers les objectifs visés ? Ces objectifs sont-ils susceptibles dêtre atteints dici la fin du projet ? Quels sont les principaux facteurs qui ont semblé conduire vers latteinte des objectifs visés ? What is the added value of the project at its current stage of implementation? Are the approaches and methodologies for implementing the project effective? Are there links between these approaches and the results of the project? What are the results obtained through the advocacy efforts carried out in Kinshasa, Kigali and Goma? Which topics seem to be more successful than others, and why? To what extent has the project been able to achieve results at the regional level (the university of the summer holidays, student training, etc.), by navigating the current political and security context? To what extent has the project succeeded in adapting to these questions? What advice can the project take into account in its regional approach and in how to involve governments?
