This Request For Proposals (The “Rfp”) Is An Invitation By Rocky View County (The “County”) To Prospective Proponents To Submit Proposals For Preliminary Engineering For The Blazer Raw Water System Upgrades (Located On The Bank Of Bow River And In The Lynx Ridge Subdivision), As Further Described In Appendix C Of This Rfpthe Blazer Raw Water Intake Provides Water For Irrigation And Potable Use To A Customer Base In The Lynx Ridge/Watermark Area. The Intake Was Originally Constructed In 1989, Consisting Of Three Intake Pipes In An Infiltration Gallery In The Bow River Connected To A Wet Well. Three Raw Water Pumps Located In The Pump House Above The Wet Well Connect To A Raw Water Header Discharging To The Raw Water Transmission Main: One 60 Horsepower (Hp) Low Lift Pump With A Capacity Of 28.7 L/S And Two 40 Hp Low Lift Pumps, Each With A Capacity Of 18.8 L/S.The System’S As-Built Drawings Indicate The Raw Water Transmission Main Is A 200 Mm (8”) Diameter C900 Pvc Pipe Rated To 200 Psi. This Raw Water Pipe Extends Approximately 1.3 Km North From The Raw Water Pumphouse Before Teeing Off To The Lynx Ridge Golf Course (Lrgc) And The Water Treatment Plant (Wtp). Raw Water Is Fed To The Lrgc In The Summer Months For Irrigating The Golf Course And Residential Lots In The Lynx Ridge Community. The Raw Water Line Running From The Tee To The Wtp Is 100 Mm (4”) And Feeds Directly Into The Treatment Process; There Is No Raw/Holding Cell For Potable Water Generation Between The Raw Water Intake And The Wtp.With Respect To The Blazer Raw Water Intake And Pumphouse: Major Issues With The Infiltration Intake Pipes Limiting The Capacity Of The Raw Water Supply Have Been Identified. A Previous Status Report Indicated That The Infiltration Gallery Was Blinded Off During The 2013 Flood Event. As A Temporary Measure To Maintain The Raw Water Supply, Electrical Upgrades Were Completed To Allow For In-River Pumps With Fish Screens To Be Installed In The Bow River To Pump Water Into The Wet Well, Each With A Capacity Of 25 L/S. At Present, Two In-River Pumps Are Used During Months Of High Demand (May-September) And One In-River Pump Is Used During Months Of Lower Demand (October-April).The Existing System Presents Health And Safety Concerns With Operator Access To The In-River Pumps. Further, It Is Observed That The Wet Well/Infiltration Gallery Is Not Fully Isolated From The River Such That The In-River Pumps Cannot Always Maintain A Consistent Wet Well Level. Hydraulic Constraints Affect The Efficient Operation Of The 60 Hp Low Lift Pump. Levels And Flows Need To Be Monitored Closely To Maintain The Functionality Of The 60-Hp Pump.Further Review Of The Existing Raw Water System And Intakes Is Required With A Review Of Options For Upgrading To A Permanent System.With Respect To The Blazer Raw Water Transmission Line:Since The County Purchased The Blazer System In 2022, There Have Been Two Catastrophic Raw Water Transmission Line Breaks. As There Is No Raw Water Storage At The Wtp Or Transmission Line Redundancy, The Potable Water Supply Depleted Significantly While Emergency Repairs Were Completed.At The Tee Connection Where The Pipe Diameter Reduces To 100Mm, The Pipe Material Is Not Completely Certain, And It Is Also Not Certain What The Pressure Rating Is On This Segment Of Line.Build-Out Projections For The Service Area Will Require An Upsize In The Pipe For This Segment (Tee To Wtp).Considering The Current Condition/Age And Alignment Of The Existing Raw Water Transmission Line, Further Review And Potential Pipe Alignment Options For A Second Raw Water Transmission Line Is Required With Options For Alignment And Ability To Provide Redundancy.
