Request for proposals for Technical Capacity Building on Developing High-Quality Programmatic Project Idea / Concept Note, Indonesia. PROJECT BACKGROUND: The Green Climate Fund (GCF) is a financing mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and is specifically established to provide (financial) support so that countries like Indonesia can reach its emission reduction targets. As of March 2024, the GCF portfolio has 252 projects worldwide worth USD 51.9 billion with an anticipated equivalence of 2.9 billion tonnes of CO2 avoided and increased resilience of 1 billion people. The GCF can provide support to Indonesia by channeling funds to green projects and programs. Such projects can be designed and submitted to the GCF through domestic and international accredited entities as well as private sector if such projects align with the countrys strategy and legislation. The main communication channel between the GCF and Indonesia is the nationally appointed National Designated Authority (NDA) hosted by the Fiscal Policy Agency (FPA) of the Ministry of Finance in Indonesia. The NDA has nominated GGGI as the Delivery Partner to implement their third Green Climate Fund (GCF) readiness and preparatory support program (RPSP-3) in Indonesia to enhance country ownership and access to the Fund. Two notable expected outcomes of RPSP-3 are the development and submission of high-quality Concept Notes (CN) to the GCF as well as strengthening the capacity of national entities. Over the past few years, with the support of previous readiness programmes (i.e., RPSP-1 & RPSP-2), the NDA has increased the number of development and submission of GCF CNs. However, it has been observed that the majority of CNs are still not meeting GCFs standards and investment criteria. Furthermore, most of the CNs currently in development are primarily single-project concepts. Both factors severely limit Indonesias potential access to funding due to GCFs clear preference towards high quality programmatic CNs. To achieve the outcomes and in consideration of the situation mentioned above, the NDA will provide technical assistance (TA) to selected stakeholders, primarily national Direct Accredited Entities (DAEs) and Financial Institutions (FIs), in developing high quality programmatic CNs according to GCF standards and templates. The TA will also help strengthen the NDAs knowledge and capacity in assessing project ideas and Concept Notes. The TA will be in the form of a 3-days intensive workshops. OBJECTIVE OF THE ASSIGNMENT: GGGI seeks to contract a Consulting Firm to provide technical training for selected participants, namely DAEs, nominated DAEs, and NDA personnel, particularly in developing high-quality programmatic CNs according to GCF standards and aligned with GCF investment criteria, including mainstreaming GESI.
