The Object Of The Awarding Procedure Is The Provision Of An Aircraft Intended For Obtaining Lidar/Photogrammetric Data For The Supervision, Control And Monitoring Of Forests, Including The Products And Services Necessary For The Exploitation And Operation Of The Aircraft Provided For In The Terms Of Reference. General Data  The Aircraft Is Intended For: • Collecting Data Using The Hybrid Airborne Laser Scanning System (Point Clouds And Orthorectified Aerial Images) For An Area Of ​​70,000 Km2 In Less Than 300 H Of Effective Data Collection At An Average Density Of 35 Points/Sq. • Use In Programs Of National Interest According To The Legislation In Force; • Use For Other Institutions Of The Romanian State Or The European Union Based On Protocols, Contracts, Etc.;  The Plane Will Be Registered As A State Aircraft And Will Be Operated By The Romanian Ministry Of National Defense;  The Plane Will Be Operated From The Otopeni Airport, Icao Code - Lrop, As A Base Airport, But Also From Other Airports/Airfields In Romania Located In The Vicinity Of Forested Areas That Are Subject To Monitoring, In Order To Make Operating Costs More Efficient; General Functional Requirements Index Requirements A. General Requirements A1 The Proposed Airplane Type In The Basic Configuration Must Be Certificated In Accordance With International Aeronautical Legislation For Visual Flight (Vfr Day And Night) And Instrument Flight (Ifr); The Aircraft Must Be Certified According To Easa Cs-23 Current Revision (Or Equivalent Provided It Has An Easa-Validated Type Certificate), In The Commuter (Twin-Engine) Category. A2 The Aircraft Must Have Sufficient Interior Volume And Payload To Carry Equipment And Additional Personnel; A3 The Aircraft To Present Aerodynamic Stability For The Execution Of Lidar/Aerophotogrammetric Data Collection Flights; Additional Aerodynamic Devices Will Be Mounted To Ensure Increased Stability, Specific For Special Photogrammetry Missions; A4 The Aircraft Must Be Composed Of A Cockpit And A Multi-Functional Cabin That Allow At Least The Following: • Installation Of An Airborne System; • Transport Crates Intended For The Airborne System And Maintenance Equipment (Tools, Spare Parts, Consumables); • 2 (Two) Workstations For Airborne System Operators; • 4 (Four) Additional Seats Compared To The Operators Stations, For The Observers Of The Activity And/Or The Technical Team For The Maintenance Of The Plane; • Transport Boxes Intended For Aircraft Maintenance (Tool Kits, Spare Parts, Consumables) This Configuration Ensures The Operation Of The Aircraft At The Base Airport As Well As At Other Airports/Airfields. A5 The Aircraft Must Be Equipped With Two Turboprop Engines, Fuel Used Type Jet A-1. A6 The Aircraft Must Have The Necessary Capabilities For Quick Assembly/Disassembly Of The Equipment To Be Used: - Sufficient Interior Space; - Easy Access With Equipment Boxes
