Task 1: Preparation Of Traffic Forecasts By Types Of Transport The Task Includes Preparation Of A Report On Traffic Forecasts. The Availability Of Motivated Forecasts For The Traffic By Types Of Railway Transport And In The Relevant Units Of Measurement Is A Necessary Condition For The Preparation Of The Cost-Benefit Analysis. They Will Enable Costs, Revenues And Benefits To Be Valued For The Entire Reference Period Of 30 Years. Based On The Available Data On The Traffic Forecasts For The Plovdiv-Burgas Railway Line, Passenger Flow And Cargo Turnover At Burgas Airport, City Trips From And To Burgas Airport, As Well As Any Other Necessary Information, The Contractor Must Justify A Methodology To Prepare Traffic Forecasts In A Time Horizon Of 30 Years. Assumptions Must Be Justified And Logically Related To The Data Used In The Preparation Of The Traffic Forecasts, And For This Purpose An Appropriate Forecasting Model Must Be Used, Possessing Licensed Transport Modeling And Traffic Simulation Software. Estimates Must Be Made In The Following Units Of Measurement: • Trainkm For Passenger And Freight Rail Transport Separately • Pkm For Passenger Rail Transport • Tnkm For Freight Rail Transport • Passenger Hours For Freight And Passenger Rail Transport • Passenger Hours For Freight And Passenger Road Transport • Other Appropriate At The Contractors Discretion. • Traffic Forecasts Must Be Prepared For The Following Scenarios: • No Project; • With A Project, If Necessary, For Each Of The Investigated Options. As There Is Currently No Existing Rail Connection To The Airport, The No Project Scenario Corresponds To Do Nothing, But To Determine The Volume Of Gas Emissions Saved, It Is Necessary To Carry Out The Forecast For Continued Use, In This Road Transport Scenario. To Apply The Eibs Methodology For Determining Harmful Gas Emissions, Forecasts For Road Transport Must Be Prepared As Follows: • Freight Transport In Tons/Km • Passenger Transport In P/Km With The Assumptions For The Macro Indicators Related To The Forecasts, The Sources Of Information Must Be Clearly Indicated, With The Possibility Of Verifying Their Credibility. According To Task 2: Preparation Of The Arp For The Construction Of A Railway Connection With Burgas Airport. The Cost-Benefit Analysis Should Be Prepared For The Needs Of The Application Form For Financing The Construction Activities For The Construction Of A Railway Connection With Burgas Airport. When Performing The Activities, The Contractor Must Be Guided By And Comply With The Applicable Methodologies, Practices, Procedures, Regulations And Guidelines Regarding The Development Of The Above-Mentioned Document. A Cost-Benefit Analysis Must Be Prepared In Bulgarian And/Or English, Depending On The Requirements Of The Financing Institution, And Submitted To The Contracting Authority, In Accordance With The Requirements For Submitted Developments, Item 5 Of The Technical Specification. If Necessary, The Contractor Corrects/Updates/Supplements His Developments And/Or Develops And
