Department of Engineers Announcement Request for Bids The Chairman of the Contracts and Tenders Committee in the Department of Engineers announces the need of the Ministry of Defense - Department of Engineers to secure replacement parts (Liebherr bulldozer model PR751 - Cummins engine /KT19C/) under an internal contract in the form of request for tenders. 30 Those wishing to participate in the request for offers can view the documents related to them (Technical Conditions Book No. /985/ dated 3/10/2024 AD and Legal and Financial Conditions Book No. /21/ dated 3/27/2024 AD) at the Office of the Contracts and Tenders Committee in the Engineers Department starting from the day (Thursday) falling on (4/18/2024 AD). - The offers are submitted to the Engineers Administration Office after being reviewed by the Chairman of the Contracts and Tenders Committee. B- The second envelope: It contains the technical offer and specifications. It may not include any prices, reservations, or legal or financial conditions, and none of them will be taken into account if they are present. Only one offer may be accepted from one bidder, and the offer must not include more than one option, under penalty of rejection of the offer. The technical offer must include all documents required in the technical specifications booklet. All documents must be stamped with the bidders stamp. Any document that does not meet this condition will be rejected. C - The third envelope: It contains the financial offer with a schedule of individual and total prices, as the case may be, and it is organized by the offeror in a clear manner without scratching, crossing out, or stuffing. It may not include any legal or technical reservations or conditions, and none of them will be taken into account if they are present. - The financial offer is presented in the following format: Material designation, country of origin, manufacturer, quantity included in the offer, individual price, total value. In numbers, in writing , detailing the total value of the financial offer - the financial offer must also include the following: The companys postal, telegraphic, fax, and postal address (legal address) or an authorized agent0 The designation of the materials and their individual and total prices on the basis of ready delivery in the place prepared and designated for that purpose 0 The bidder is considered linked to his offer to the administration until the nominated contractor is named, provided that this does not exceed (three months) from the date of receipt of the offer unless the offeror accepts in writing for a longer period. The duration of the nominated contractors commitment to his offer (six months) starting from the day following the date on which he was notified of the referral letter in accordance with the provisions of Article 30 of Law 2 of 2022 AD. The deadline for submitting offers is until (13.30) on (Wednesday) 5/8/2024 AD, and no offer will be accepted after the specified date. Insurances: A- Temporary insurances: - Temporary insurances are determined at an amount of / 8,238,500 SYP/L. Q. Only eight million two hundred and thirty-eight thousand five hundred Syrian pounds and nothing else, and it is presented by a certified check or a bank guarantee issued by acceptable banks in accordance with the regulations in force in Syria, provided that it is stated that it is presented to ensure the seriousness of the offer and is presented within the period specified for submitting offers along with the fees incurred for the guarantees. The temporary ones are: (50,000 SYP) fiscal stamp duty - (5000 SYP) adding the national contribution for reconstruction resulting from the fiscal stamp duty - (2500 SYP) the local administration fee resulting from the fiscal stamp duty. - In the event of splitting the offer, the bidder must provide the temporary deposits specified for one item stipulated in the book of legal and financial conditions. The bidder will not be accepted for less than the specified temporary deposits if the bidder submits part of one item. - Each item in the purchase order that has a general and specific classification is considered a separate pledge from the other item. Therefore, if the bidder submits an offer for one of the items, he must provide the temporary guarantees specified for him in the book of legal and financial conditions. - If the bidder submits part of the item contained in the purchase order that has a general or specific classification, he must submit all of the temporary deposits specified for this item in the book of legal and financial conditions. - Temporary deposits will be returned to those whose offers were not accepted by the tender committee immediately. As for those who were not awarded the request for offers or were not contracted, these deposits will be returned to them within a week from the date of the disbursement commanders approval of the minutes of the request for offers session. - Any offer that is not accompanied by temporary insurance will be excluded. B - Final insurance: - The contractor is obligated to provide final insurance under a certified check or with a new guarantee issued by acceptable banks in accordance with the regulations in force in Syria or reinforced by them at a rate of (10%) ten percent of the value of the pledge, provided that it is stated that it is provided as a guarantee for the provision of materials and the proper implementation of the contract. (The contract number and date are mentioned) The guarantee shall be in the name of the contractor himself, and the expenses of this guarantee or its reinforcement shall be the responsibility of the second party (the nominated contractor), provided that it is submitted to the administration within a period not exceeding seven days from the date of his notification of the assignment of the pledge to him and before signing the contract, based on Article 52, paragraph /a/. The nominated contractor must sign the contract within a period not exceeding seven days from the date he is notified of the referral to him. In the event that he does not attend or refrains from signing the contract in accordance with the provisions of the book of legal and financial conditions and his accepted offer, the insurances provided will be confiscated and compensation for the actual malfunction and damage will be claimed. - The final insurances are returned to their owners after submitting the technical guarantee insurances. He refuses to accept any conditional guarantee, whether temporary or final, that does not conform to the official text in force in the Syrian Arab Republic. C - Technical guarantee deposits: - The contractor shall provide technical guarantee deposits equivalent to (10%) of the total value of the contract by means of a certified check, guarantee or transfer, noting that the technical guarantee period is (six months) and will be returned after the end of the technical guarantee period and after preparing a final technical receipt report if The contractor has not incurred any obligations that require their reservation, deduction of part of them, or extension of their effectiveness, in accordance with Article /50/, Paragraph /A/, and Article /51/, Paragraph /C/ of Law /2/ for the year 2022 AD. Contract implementation period: (90 days) starting from the day following the contractors notification of the order to begin implementation.
