Software Package And Information Systems – Resale Of Software And Cloud Service Licenses. The Subject Of The Agreement Is The Framework Arrangement Of One Supplier, Within Which The Subscriber Handles Most Of Its Software License Acquisitions. Exceptions Are Licenses That Have Their Own Framework Arrangements, Licenses That The Manufacturer Sells Directly To Universities, And Licenses Related To Many Information Systems. The Agreement Does Not Contain A Volume Purchase Obligation And Does Not Give The Supplier The Exclusive Right To Sell The Service And Products To The Subscriber. Higher Education Institutions Reserve The Right To Acquire Licenses Also By Tendering Themselves Or Through Other Channels, For Example Through Other Framework Arrangements, Directly From The License Manufacturer Or In Joint Procurement With Other Higher Education Institutions. The Goal Of The Agreement Is To Reduce The Amount Of Work Used To Acquire Software Licenses In Higher Education Institutions And To Keep Acquisition Prices Reasonable. Universities Expect To Get Licenses As Cheaply As Possible. Universities Acquire Different Licenses And Maintenance For Them From Different Sources. However, This Is Not Cost-Effective Because Working Time Is Spent Searching For A Suitable Procurement Channel. The Purpose Of The Service Is To Offer One Channel For The Majority Of License Acquisitions. The Purchase Of Licenses Is Mainly Handled Through One Supplier. In This Way, The Staffs Time Is Not Spent Searching For A Suitable Procurement Channel, But Almost All Orders Can Be Placed Electronically Through The Same Channel. Due To The Diversity Of Higher Education Institutions Operations, There Is Sometimes A Need For More Specialized Software. To Acquire These, The Supplier Must Offer Support By Phone And Email, And Support The Acquisition Of These Licenses By Supporting Negotiations With The License Provider. The Supplier Must Enter The Information Of The Ordered License Into The Possible Manufacturers License Management System. The Contract Period Is 24 Months + 2 X 1 Option Years. Procurement Units Can Decide On Option Periods Independently. The Procurement Units Reserve The Right To Extend The Contract Period Until The Procurement Decision Of The Next Public Tender For This Procurement Has Gained Legal Force. The Extension Of The Contract Period Will Be Negotiated Separately. The Estimate Of The Maximum Value Of The Acquisition During 48 Months Is Approximately €7,000,000.00 (Vat 0%). Option The National Defense University Can, If It Wishes, Purchase Solutions According To This Call For Tenders, Under The Same Conditions As The Other Procurement Units Indicated In The Call For Tenders. However, The National Defense University Does Not Undertake To Acquire Anything Based On The Request For Tenders.
