The Armed Forces Have A Need For The Acquisition Of Internet As Existing Products Have Reached The End Of Life And An Existing Agreement Is Missing. The New Framework Agreement Will Also Include Internet Access For New Ships. Änternät Is A Joint Marine Lifesaving Product That Must Be On Board All Ships Within The Navy. The Internet Must Be Used In The Ships Regular Operations, In Peace And Combat Environments. The Procurement Will Be Carried Out According To Lufs. The Framework Agreement Includes A Basic Agreement Of Three Years Including Three Extension Options. Option 1 And 2 Include Both Internet And Spare Parts And Are Each For Two Years. Option 3 Is Also A Framework Agreement Extension But Is For Five Years And Only Covers Spare Parts. The Lifespan Of The Internet Is About 10-15 Years, And Fmv Therefore Intends To Be Able To Call For Spare Parts For A Total Of 12 Years. Fmv Assesses That It Would Entail Unreasonable Administrative Difficulties To Buy Spare Parts From A Supplier Other Than The Original Supplier. It Is Also Reasonable To Assume That A Lower Price Can Be Negotiated With One And The Same Supplier. Against This Background, Fmv Assesses That, With Support In Ch. 5. § 3 Lufs There Are Special Reasons For A Longer Framework Agreement Period Regarding The Part Of The Framework Agreement That Refers To Spare Parts.
