Expression of Interest are invited for Jamaica Broadband PPP: Technical Consultant. The International Finance Corporation (IFC), a member of the World Bank Group, has been contracted by the Government of Jamaica (GoJ), to advise on the development of a National Broadband Network under a Public-Private Partnership (PPP) arrangement (the Project). To support in the the delivery of the advisory mandate, IFC seeks to hire a Technical and Financial Consultant to support on all technical matters covering due diligence, transaction structuring and implementation, including technical assessment, market analysis and forecasting, conceptual design development, cost estimates, economic feasibility, climate due diligence, risk assessment and structuring options. In response to the growing demand for increased internet bandwidth and the expansion of internet services into rural communities, the government has determined the need to develop a national broadband network to provide internet access to all Jamaicans with the purpose of: achieving universal access boosting adoption and usage improving quality and coverage of key services improving network resilience, and guaranteeing affordability Provide information showing that they are qualified in the field of the assignment. Provide information on the technical and managerial capabilities of the firm. Provide information on their core business and years in business. Provide information on the qualifications of key staff. The World Bank Group intends to finance the assignment / services described below under the following: · BB: Bank Budget Qualification Criteria for members of the Technical and Financial Consultant team: Experience and expertise in the development, assessment, and implementation of broadband network solutions. International experience in carrying out technical, operational and financial analysis of ICT projects. Experience in working on PPP transactions. Experience in working with government clients and their advisors in conjunction with the design of PPP transactions in the ICT sector. Experience working in the Caribbean is desirable.
