Project: Tender19180 - Audit Of Canada-Ontario Canada-Wide Early Learning And Ccwelc And Elcc . Rfb For The Provision Of A Vendor To Audit Ontario’S 2023-24, 2024-25, And 2025-26 (Optional) Financial Statement Of Revenues Received Under The Cwelcc Agreement As Well As Ontario’S 2023-24, 2024-25, And 2025-26 (Optional) Financial Statement Of Revenues Received Under The Elcc Agreements. Scope Of Work The Acquisition Is Intended To Meet The Reporting Requirements As Set Out In Cwelcc And Elcc Agreements. As Per Both The Agreements, The Ministry Of Education Is Required To Provide The Federal Government (Canada) With Audited Financial Statements Of Revenue Received From Canada Under The Agreements By October 1St Of Following Fiscal Year. Canada May Withhold Payments Of Its Second Installment For The Current Fiscal Year If Ontario Fails To Provide Its Audited Annual Financial Statement Of Revenue Received From Canada. The Successful Vendor Will Be Required To Deliver: A) A Draft Audit Opinion On The Statement Of Revenue At Least Four (4) Weeks Before Ontario’S Financial Report Is Due To Canada On October 1St Of The Following Fiscal Year (I.E., By September 3, 2024 For Fiscal Year 2023-24). B) The Final Audit Opinion On The Statement Of Revenue And Expense Immediately Following Receipt Of The Signed Management Representation Letter. C) The Audited Financial Statement(S) Of Revenue Shall Include The Following: I. The Revenue Section Of The Statement Shall Show The Amount Received From Canada Under The Cwelcc And Elcc Agreements During The Fiscal Year. Ii. The Total Amount Of Funding Used For The Cwelcc And Elcc Programs And Services Stated In The Agreements. Iii. The Administration Costs Incurred By Ontario In Developing And Administering The Cwelcc And Elcc Programs Under The Agreements. Iv. If Applicable, The Amount Of Any Amount Carried Forward By Ontario Under The Cwelcc And Elcc Agreements. V. If Applicable, The Amount Of Surplus Funds That Are To Be Repaid To Canada Under The Cwelcc And Elcc Agreements. This Engagement Will Be For An Estimated Period Of Four Months Per Fiscal Year. The Audit Activities Shall Commence In July And Be Completed By Early To Mid September. Pre-Audit Work May Commence In Late June Or Early July.
