The Subject Of The Order Is: Preventing Homelessness Of Animals From The Zawiercie Commune.I. The Scope Of The Order Includes: 1. Requirements For Catching Stray Animals: 1) Conducting Ongoing Monitoring Of The Area Of The City Of Zawiercie (Lustration) Regarding The Occurrence Of Stray Animals (Unattended). 2) Taking Action To Catch A Stray Animal Immediately, In Accordance With The Declaration Included In The Offer, But No Later Than 2 Hours From The Moment Of Receiving Information About The Event From The City Monitoring (Inspection Of The City Area) Or Obtaining Information: From The Ordering Party, The Police, The Fire Department Municipal Office In Zawiercie, Relevant Departments Of The Municipal Office In Zawiercie, Other Entities Or Residents. 3) Photographing Each Caught Animal. 4) Having A Microchip Reader For Electronic Animal Identification. After Catching Each Animal, Check Whether The Animal Has The So-Called A Microchip Enabling The Animals Owner To Be Found In The Database. After Verifying The Owners Details, The Animal Must Be Returned To The Owner Immediately. 5) In Special Cases, I.E. When The Animal Is Injured Or Aggressive - An Intervention To Catch A Stray Animal Should Be Carried Out Immediately From The Moment Of Receiving Information About The Event From The City Monitoring (Surveillance Of The City Area) Or Obtaining Information: From The Ordering Party, The Police, City Guard In Zawiercie, Relevant Departments Of The City Hall In Zawiercie, Other Entities Or Residents.6) Performing The Service Using Devices And Means That Do Not Expose The Animal To Injuries And Suffering.7) Taking Homeless Animals From The Zawiercie Commune To The Shelter Using A Car Adapted To Allow For Proper Placement Animal During Transport.8) Providing 24-Hour Veterinary Care In The Event Of Road Accidents Involving Homeless Animals. 9) Fulfillment Of The Obligations Referred To In Points 7 And 8 Immediately, But No Later Than Within 1 Hour From The Intervention Of Catching The Stray Animal.2. Requirements For Caring For Homeless Animals From The Zawiercie Commune: 1) Conducting A 14-Day Quarantine Of Newly Arrived Animals, 2) Feeding And Watering Animals, Including: A) Feeding Balanced Food For Animals With Min. Meat Content 50% During The Day For Each Animal, B) Eliminating Bread And Derived Products From The Animals Diet, C) Ensuring In The Event Of A Drop In Air Temperature During The Day To 0°C Or Below, A Warm Meal During The Day For Each Animal, D) Ensuring Permanent Access To Drinking Water For Each Animal.3) Providing 24-Hour Veterinary Care, Including: A) Treatment Of Animals, B) Vaccination Against Rabies And Viral Diseases, C) Examination Of Animals By A Veterinarian, D) Combating Internal And External Parasites, E) Obligatory Sterilization Or Castration To Reduce The Animal Population In The Shelter, F) Humane Killing Of Animals In A Way That Involves Inflicting A Minimum Of Physical And Mental Suffering In Justified Cases Resulting From Legal Provisions, Including Putting Down Dead Litters, G) Conducting Observations Of Stray Animals That Have Bitten Humans.4) Providing Living Conditions For Animals Appropriate To Their Biological Needs, Including: A) Providing A Room Protecting Them From Cold, Heat And Precipitation With Access To Daylight, Enabling Change Body Position, B) Systematic Cleaning Of Cages, Boxes And Runs For Animals In The Shelter, C) If The Air Temperature Drops During The Day To 0° C Or Below, Supply The Kennels For These Animals With Straw Or In Another Way Ensuring Insulation Of The Kennel, D) Providing Dogs With A Run In The Shelter Area With An Area Of Min. 700 M2.5) Providing Dogs With A Walk As Part Of Volunteering. The Minimum Number Of Volunteers Is 5 People: A) Volunteering Will Take Place On The Basis Of A Volunteering Contract (In Accordance With The Act Of April 24, 2003 On Public Benefit Activities And Volunteering (Consolidated Text: Journal Of Laws Of 2023, Item 571) Prepared By Contractor, B) Volunteers Will Take The Dogs For A Walk On Saturdays And Sundays, From 1000 To 2400, C) Only Adults Can Participate In Volunteering, Minors Can Only Participate In The Work If Accompanied By An Adult Guardian. D) Before Taking The Dogs Out Of The Kennels, Each Volunteer Must And After Introducing The Dogs To The Pen, Report To The Appropriate Shelter Employee. The Exception To The Requirements Set Out In Point 5 Are Sick Dogs, For Which It Is Recommended To Limit The Movement Indicated By The Veterinarian In The Dogs Disease Card.6) Keeping In A Shelter For Life An Animal For Which It Is Impossible To Determine The Owner After The 14-Day Period - Or Transferring People Willing To Take Care Of Them.7) The Shelter Has Its Own, Up-To-Date Website.8) Carrying Out Activities Related To Searching For New Owners For Caught Animals, Including) Posting By The Shelter (Where The Animals Will Be Sent) A Photo Of The Caught Animal On Its Website Animal And Information About Where It Was Found Within 3 Days Of Catching The Animal And Sending Its Photographs And The Above-Mentioned Information To The Ordering Partys E-Mail Address: Zwierzeta@Pukzawiercie.Plb) Posting By The Contractor Its Data In The International Database No Later Than The Next Day After Catching The Stray Animal Data, Which Supervises The Electronic Animal Marking System In Poland On Its Website: Www.Safe-Animal.Euc) Putting Animals Up For Adoption On The Basis Of An Adoption Contract Drawn Up By The Contractor According To The Contract Template Which Constitutes Annex No. 6 To The Contract In A Separate Room Intended For This Purpose, D) Inspection By The Contractors Employees Together With The Ordering Partys Employees Of Randomly Selected Adopted Animals In Their New Homes At The Contractors Expense (Up To Two Adoptions Per Month). E) Animals Will Not Be Given For Adoption To Persons: - Minors, - Intoxicated Or Under The Influence Of Drugs, - From Whom The Animal Was Previously Taken Away Due To Abuse Or Lack Of Proper Care, - To Be Kept On Recreational Plots Or In Family Allotment Gardens. The Ordering Party, Acting Pursuant To Art. 95 Section 1 Of The Public Procurement Law, Requires Employment By The Contractor Or Subcontractor Under An Employment Contract Within The Meaning Of The Provisions Of The Act Of June 26, 1974 - Labor Code (Consolidated Text: Journal Of Laws Of 2023, Item 1465, As Amended) Of All People Who Will Perform The Following Activities In The Implementation Of The Subject Of The Order, Which Include: Catching Homeless Animals, Admitting Animals To The Shelter, Marking Admitted Animals To The Shelter, 24-Hour Supervision And Taking Care Of Animals In The Shelter, Carrying Out Activities Regarding Adopting Animals In A Shelter, Keeping Documentation. This Requirement Does Not Apply To Natural Persons Running A Business, Incumbent Members Of The Contractors Management Or Supervisory Bodies, Partners Of A General Partnership Or Partnership To The Extent That They Will Personally Perform Activities For The Ordering Party Or The Contractor, As Well As Performing Volunteering Activities (In Accordance With The Act Of April 24, 2003 On Public Benefit Activities And Volunteering (I.E. The Requirements Regarding The Method Of Documenting The Employment Of Persons Under An Employment Contract, The Ordering Partys Control Rights And Sanctions For Failure To Employ Persons Under An Employment Contract Are Specified In Detail In The Draft Contractual Provisions Constituting Annex No. 4 To Swz.Iv. The Contractor Should Ensure That The Shelter Is Adapted To The Needs Of All Users, Including Disabled People.
