Delivery Of A Digital Platform To Deliver Citizen Servicesthis Is A Preliminary Market Consultation (Pmc) - Request For Information To Potential Service Providers To Deliver A Digital Services Platform To Provide The Citizen With A Seamless, User-Friendly Interface That Allows For Efficient Access To Public Services, Real-Time Updates On Service Requests, And A Robust Feedback Mechanism To Ensure Continuous Improvement In Service Delivery. The Platform Should Also Be Capable Of Integrating With Existing Systems And Databases To Ensure A Smooth Transition And Minimal Disruption To Current Operations. It Should Also Adhere To The Highest Standards Of Data Security And Privacy, Ensuring That Citizens’ Information Is Secure And Protected At All Times.About The Council:South Dublin County Council Provides And Funds A Broad Range Of Services Including Housing, Roads, Walking And Cycling Routes, Parks And Playgrounds, Libraries, Sports Facilities, Litter Control, Arts Centres, Enterprise Units, Fire Services, Community Infrastructure And Financial Supports. It Also Serves As A Platform For Local Democracy With 40 Councillors Spread Across Seven Electoral Areas. It Is The Council’S Requirement To Provide A Genuine Digital Transformation Of Services, A Channel Shift To Online Provision And A Focus On Outcome-Based Delivery. The Service Will Be Delivered Across The Council Including; County Hall, Clondalkin Civic Offices, Libraries And External Depots. At Present The Council Delivers Approximately 950 Services To The Citizens Of South Dublin County Council. The Organisation Has An Objective To Digitise 90 Percent Of These By 2030. Digitising These Services Entails Providing Access To The Service 24-7 Via An Online Portal With The Appropriate Workflow Management, Escalation And Reporting In Place. The Project Includes The Delivery And Configuration Of The Digital Transformation Platform To The Council, Analysis Of Existing Services And Processes And Systems, Migration Of Services, Integration With Existing And New Backend Systems, Application Of Information And Data Security Controls, End To End Testing, Training, Report Delivery, Stakeholder Engagement, Support And Maintenance. The Technology And Or Service Must:•Be Delivered To The Council As Software As A Service (Saas), With Data Store In The Eea,•Deliver Customer Relationship Management Functions,•Be A Managed Service With Option For Sdcc To Self-Provision Services,•Integrate Natively With Microsoft Teams For Telephony Services,•Provide Open Apis For Integration With 3Rd Party Applications, •Integrate With Microsoft Aad - Entra Id For Sso,•Be Secure And Meet International Security Standards With Regular Security Audits And Compliance Assessments In Place,•Business Continuity And Cyber Security Must Be Considered By The Supplier As A Questionnaire Will Be Published With The Rft,•Integrate With National Id Services Such As Mygov.Ie,•Scalability: The Platform Should Be Able To Handle An Increase In Users And Data Volume Without Compromising Performance,•User Experience: The Platform Should Offer A User-Friendly Interface And A Seamless Experience For Both The Citizens And The Council Staff,•Training And Support: The Provider Should Offer Comprehensive Training For Council Staff And Ongoing Technical Support,•Data Migration: The Provider Should Assist With The Migration Of Existing Data Onto The New Platform,•Regulatory Compliance: The Platform Must Comply With All Relevant Local And International Regulations, Including Gdpr,•Reporting And Analytics: The Platform Should Provide Robust Reporting And Analytics Capabilities To Help The Council Make Data-Driven Decisions,•Customizability: The Platform Should Be Customizable To Meet The Specific Needs Of The Council And Its Citizens,•Cost-Effectiveness: The Platform Should Provide Good Value For Money, Considering Both Upfront Costs And Ongoing Maintenance Costs.Any Documents Contained Within The Preliminary Market Consultation Are Indicative Only And May Be Subject To Change Prior To The Formal Release Of The Tender.
