Through This Procedure, It Is Intended To Award A Contract With The Objective Of Services For The Implementation Of An Extended Electronic Services It System, Related To The Project Simplified Procedures For The Reduction Of Bureaucracy Through Digitization In The Municipality Of Piatra Neamț, Cod Sipoca 1245/Mysmis2014+ 155229. This Is A Continuation Of The Project Strategic Planning Capacity Development And Implementation Of An Integrated It System In The Municipality Of Piatra Neamț Code Smis 136304, For The Establishment Of A High-Performance Management System For The Fulfillment Of The Institutions Mission And Local, National And Community Strategies, Following The Following To Be Implemented: ● Electronic Signature Of Financial And Accounting Documents Integration Of The Electronic Signature In The Financial And Accounting Program Of The Institution (Erp); ● Extension Of Online Services For Other Departments – Connects Citizens And Elements Implemented Within The Institution Trying To Provide A Connection With Users, Completed With Gis Technology Regarding The Management Of New Databases And Access To Old Databases Within A Reconstructed Portal, With A High Speed Of Operation And Response; ● The Electronic Clerk Integrated With Tel. Green And Chat Bot Platforms Will Ensure The Interaction Of The Virtual Official With Citizens; ● Extended Tracking And Reporting Application For New Online Services – Is An Extension Of The It System Already Implemented. Online Services For Citizens 15 Frontoffice Electronic Services Detailed In The Specifications. The Public Procurement Contract Will Be Concluded For A Period Of 6 Months From The Moment Of Issuing The Order To Start The Provision Of Services, With The Possibility Of Extension, In The Event That An Extension Of The Duration Of The Financing Contract No. 702 Of 04.05.2022, But No Later Than 31.12.2023. For A Period Of 12 Months From The Start Of Production, The Provider Must Provide Weekly Support Center And Technical Assistance Services (Monday-Friday) Between 8:00 Am And 4:00 Pm To Ensure The Necessary Technical Support For Users. Since At This Moment The Project Simplified Procedures For The Reduction Of Bureaucracy Through Digitization In The Municipality Of Piatra Neamț Has An Implementation Period Of 16 Months, With A Deadline Of July 2023, A Deadline That Needs To Be Extended Through An Addendum To The Financing Contract, The Contracting Authority Introduces In The Award Documentation And The Notice Of Participation A Clause To Cancel The Award Procedure, As Follows: If The Extension Of The Duration Of The Financing Contract No. 702 Of 04.05.2022, The Procedure For Awarding The Public Procurement Contract Is Cancelled. The Technical Requirements Defined At The Level Of The Participation Announcement, Specifications Or Other Complementary Documents, By Sending The Standards, To A Specific Manufacturer, To Brands, Patents, Types, To An Origin Or To A Specific Production/Method Of Manufacturing/Delivery/Execution, Will Be Understood As Being Accompanied By The Mention Or Equivalent. Number Of Days Until Which Clarifications Can Be Requested Before The Deadline For Submission Of Offers: 15 Days The Contracting Authority Will Respond Clearly And Completely To All Requests For Clarifications On The 10Th Day Before The Deadline Set For The Submission Of Offers.
