Bright spots on the horizon for Canada’s construction market: Arcadis

According to Arcadis’ 2024 International Construction Costs Index, Canada’s construction landscape is set for a nuanced journey amid evolving market conditions. High interest rates coupled with inflation dampened Canada’s construction market through 2023 but there are a few bright spots on the horizon in 2024. While GDP rose by 1.1% in 2023 – the third consecutive year of growth – it was the slowest pace since 2016 and aligns with more traditional growth levels after a few years of significant rises. Slow growth is forecast for 2024 as interest rates at near cyclical highs curb investor sentiment, suggesting caution and tempered expectations. “Overall, the construction market in Canada is one of opportunity with some sectors requiring a bit more caution and patience, notably residential. Looking ahead, the availability and capacity of skilled labor to participate in construction projects will be a growing constraint,” said Audrey Jacob Arcadis’ Business Area Director, Places, based in Toronto. In construction markets, high rise residential is particularly challenged; downward movement in both the cost of borrowing and construction costs, which is anticipated later in 2024, is required to turn the tide materially. The housing shortfall is acute across most of the country. Federal immigration policies are fueling population growth and associated consumer demand. The federal government unveiled a new C$6 bn Canada Housing Infrastructure Fund, in recognition of the critical infrastructure required to address the country’s housing shortage. Continued population growth is also driving demand for healthcare and education related projects. Investment in infrastructure is expanding, while workloads for industrial and manufacturing are resilient. Summer 2024 should see a contractor appointed to Canada’s largest infrastructure project – the addition of 1,000km of new rail track to provide high speed rail services between Quebec City, Montreal, Ottawa, and Toronto. Saskatchewan moves forward with highway passing lanes project

The Government of Saskatchewan announced that the Highway 10 passing lanes project will be moving forward between Fort Qu’Appelle and Melville as part of the passing lanes strategy. “Passing lane projects are a cost-effective investment to make our highways safer and more efficient,” said Highways Minister Lori Carr. “They protect motorists and strengthen our province’s export-based economy to support our quality of life. This next set of Highway 10 passing lanes are part of an ongoing strategy that will guide us as we move these types of projects from the drawing board to reality to keep building and protecting our great province.” The Highway 10 east passing lanes project between Fort Qu’Appelle and Melville is expected to have its design completed early next year and tendered in Spring 2025. On-road construction will follow, pending weather and contractor capacity. “We appreciate the Ministry of Highways moving forward in the future with additional passing lanes on Highway 10,” Fort Qu’Appelle Mayor Gus Lagace said. “Infrastructure projects like these will improve the flow of commuter, business, industry and tourism traffic on Highway 10 and benefit communities and neighbours along and near this important transportation corridor.” Passing lanes are typically constructed in pairs with each a minimum of two kilometres long, provide additional opportunities for drivers to pass safely instead of twinning a highway, reduce collisions and make travel more efficient. “More passing lanes on key provincial highway corridors will assist with the movement of trucks shipping Saskatchewan goods and help keep the economy moving,” said Saskatchewan Trucking Association Executive Director Susan Ewart. The Ministry of Highways’ passing lane strategy is an ongoing and flexible plan to prioritize which major two-lane highways across Saskatchewan will eventually have passing lanes. Ontario funds building of new and upgraded sports and recreation facilities

The Government of Ontario announced the new $200-million Community Sport and Recreation Infrastructure Fund to support new and revitalized local sports and recreation facilities. “Ontario’s new Community Sport and Recreation Infrastructure Fund will transform and expand recreational facilities across the province, creating jobs and fostering healthier and more active lifestyles for families,” said Premier Doug Ford. “As our population grows, our government is building the necessary infrastructure so families can live, work, play and thrive right in their local communities.” Funding will be delivered through two streams: Repairing and upgrading existing sport and recreation facilities into more accessible, state-of-the-art facilities that better suit the community’s needs. Building new and transformative sport and recreation facilities, including replacing existing facilities that have reached the end of their lifespan and are beyond repair. “Our government is listening to Ontarians and we want to ensure that new and upgraded facilities remain the heart of communities across this province for decades to come,” said Neil Lumsden, Minister of Tourism, Culture and Sport. “Not only will families benefit from better access to places to play, modern sport and recreation facilities will allow communities to host provincial, national and international events and competitions, attracting more visitors and good-paying jobs.” Applications will be open to municipalities, Indigenous communities, and non-profit organizations. Yukon announces new funding for north Alaska highway upgrades

The Government of Yukon announced that following the Memorandum of Understanding signed in February with the State Alaska, much-needed upgrades on the north Alaska Highway will begin in 2025 and continue until the end of the project in 2027. Construction and upgrades will be funded by a US$31.125-million (approximately CA$42.6 million) investment by the Government of Alaska through the Statewide Transportation Improvement Program (STIP). This funding will help to ensure safe and efficient travel for Yukoners and Alaskans along this critical northern route. “This partnership showcases the importance of working in collaboration towards a shared goal for northerners. The north Alaska highway is a vital component of our collective regional infrastructure. I know this funding commitment will ensure we can maintain the highway in optimal and safe condition for Yukoners, Alaskans and visitors. Maintaining this corridor bolsters security, facilitates trade, promotes tourism, and supports essential aspects of daily life in the North,” said Yukon Premier Ranj Pillai. The highway serves as the primary land link between southeast Alaska and the rest of the United States and connects many rural communities in the Yukon including Haines Junction, Destruction Bay, Burwash Landing and Beaver Creek. This roadway also links the traditional territories of the Champagne and Aishihik, Kluane, and White River First Nations. “This is a significant milestone for Alaska as we advance our partnership with the Yukon. This success in the STIP application underscores the importance of maintaining a safe and efficient passage for all visitors to the North, and we look forward to an exciting construction season ahead,” said Alaska Governor Mike Dunleavy. On February 9 of this year, the Yukon’s Premier Ranj Pillai and Alaska Governor Mike Dunleavy signed a Memorandum of Understanding. This agreement commits Alaska’s Department of Transportation and Public Facilities and the Yukon’s Department of Highways and Public Works to work together to restore sections of the Alaska Highway in the Yukon. The project will target a portion of the north Alaska highway, spanning approximately 222.5 kilometers from Destruction Bay to the Canada/US border.
