Component 1. Expanding And Reforming Primary School Improvement Grants
The Component Provides Support To Reform The Primary School Implementation Grant (Psig) Through Expansion Of The Standard Per-Student Allocation Of Psig, Revision Of The Enrollment-Based And Needs-Based Formula To Provide More Equitable Per-Student Funding And Reforms To The Flow Of Funds For Primary School Improvement Plan Sig To Enable Timely And Full Delivery Of Finance To Schools. Psigs Will Be Implemented In Line With The Psig Guidelines. Additionally, Psigs Will Also Support Schools’ Development Of Emergency Response Plans Where They Do Not Yet Exist, Focused Specifically On Droughts And Flooding.
Component 2. Improved Learning Environments In Lower Primary To Support Learning Recovery After Covid-19
This Component Will Provide Finance Targeted To Schools With Exceptional Need (Merp School Improvement Grants, “Merp Sig”), To Support Construction Of Low-Cost Classrooms And Latrines, And Hiring Of Auxiliary Teachers To Address Severely Large Class Sizes In Lower Primary In Targeted Schools. This Financing Will Complement The Support To All Schools Provided Under Component 1. The Eligibility Of Schools For Additional Merp Sig Is Based On Emis Data And Targeted To Approximately 3,270 Schools (Around 57 Percent Of Public Primary Schools) Which Face Severe Shortages Of Classrooms And Teachers. In Total, The Component Will Support Construction Of Around 10,900 Classrooms And 1,000 Sanitation Blocks, And Appointment Of 3,500 Auxiliary Teachers.
Component 3. Supporting Girls’ Learning
This Component Supports A Range Of Activities To Raise The Learning Achievement Of Girls, Including Supporting Female Learners And Improving The Numbers Of Female Teachers To Act As Role Models For Girls In Rural Schools. The Component Will Recruit Learner Mentors Who Will Be Female Role Models From The Communities To Support Girls’ Education. The Component Will Facilitate The Development Of District Action Plans Which Will Provide Guidance To Districts On Allocation Of Female Teachers In The Remote Schools. The Component Will Also Scale Up Common Zonal Testing To All The 34 Education Districts Through Which Test Results Will Be Disseminated By Means Of Report Cards To Show Grade And Gender Disaggregated Results Which Will Be Disseminated To Schools To Raise Awareness Of Student Learning Levels And Gender Disparity At The School Level.
Component 4. School Leadership Program
This Component Will Support The National Delivery Of An Updated And Revised School Leadership Program (Slp) For All Head Teachers, Deputy Head Teachers, Peas, To Foster A Positive And Inclusive Culture Towards Vulnerable Children Including Girls, Over-Age Students, And Those With Special Needs; Support Performance Of Teachers, Including Strengthening Their Capacity To Teach Large Classes; Improve Efficiency And Equity Of School Resource Utilization; And Maintain And Utilize Academic Records To Support Low-Performing Students.
Component 5. Project Coordination And Capacity Building
The Component Will Support The Recruitment Of Personnel For The Pft Comprised Of Competitively Recruited Personnel Who Will Complement The Existing Staff For Smooth And Timely Implementation Of The Merp Project. The Component Will Also Provide Capacity Building Support To Key Moe Directorates And Other Implementing Entities. The Capacity Building Activities Will Be Completed In Accordance With The Capacity Building Plan (Annex 9). Key Activities Under The Capacity Building Allocation Of The Project Will Include Skills Training For Moe Directorates In (I) Cross-Sectoral Collaboration; (Ii) Data Management; (Iii) Evidence-Based Implementation; (Iv) Resource Mapping; (V) Expenditure Tracking; And (V) Climate Change Awareness, Adaptation And Mitigation Measures, Early Warning, Climate Risk Management And In Disaster Preparedness And Quick Recovery.
