Chime Instrument Spectrometer Detection And Test (Specsid) Gse (Ogse)
The Copernicus Programme Is An Evolution Of The Previous Global Monitoring For Environment And Security (Gmes) Programme, An Earth Monitoring Initiative Led By The European Union (Eu) And Carried Out In Partnership With The Eu Member States And The European Space Agency (Esa) Established To Fulfil The Growing Need Amongst European Policy-Makers To Access Accurate And Timely Information Services To Manage The Environment, Understand And Mitigate The Effects Of Climate Change And Ensure Civil Security.Esa Has Awarded Six Contracts Covering The Implementation Of The Phase B2, C/D, E1 For Each Of The Six New Copernicus Missions, Encompassing The Procurement Of Both The Prototype (Instrument(S) And Spacecraft), Funded By The Esa Member States Under The Csc-4 Programme, And The Recurrent Satellites, Funded By The Eu Under The Future Mff 2021-2027, Where The Recurrent Satellites Are Offered At The Same Time As The Prototype And Are Implemented As Contractual Options In A Single Contract. One Of These Missions Is The Copernicus Hyperspectral Imaging Mission For The Environment, Hereinafter Referred To As Well As Chime Mission.Chime Mission Contract Was Awarded To Thales Alenia Space France (Fr), As Prime Contractor, For The Procurement Of The Chime Satellites Including Chime Instrument Under Ohb (De).The Main Objective Of The Chime Mission Is To Complement Sentinel Observations With An Imaging Spectroscopy Observational Capability For Services Supporting The Improved Management Of Natural Resources And Related Policies. The Mission Will Provide Routine Hyperspectral Observations Through The Copernicus Programme In Support Of Eu- And Related Policies For The Management Of Natural Resources. This Unique Visible-To-Shortwave Infrared Spectroscopy Based Capability Will Be Dedicated To Raw Material And Sustainable Agricultural Management With A Focus On Soil Properties, Mineral Resources And Agricultural Services, Including Food Security And Biodiversity. To Enable Accurate Quantitative Estimates Of Specific Vegetation Bio/Geo-Physical/Chemical Variables, As Well As Top-Soil Variables And Mineral Compositions Chime Encompasses As Payload An Imaging Spectrometer. This Imaging Spectrometer Allows Monitoring Of Land And Coastal/Inland Water Bodies With Contiguous Spectral Channels Covering The Spectral Range From The Vis To The Swir.In This Framework, Ohb, As Instrument Prime Contractor, Will Release An Invitation To Tender For The Procurement Of The Instrument Optical Ground Support Equipment (Ogse). This Chime Ogse (Spectrometer Detection And Test - Specsid) Will Be Part Of The Ogse Assembly For Alignment And Alignment Verification Of The Chime Instrument Detectors To The Respective Spectrometer During The Ait Phases Of The Project. This Encompasses A Bread Board Model As Well As Several Flight Models. It Will Be Physically Mounted On A Table Close To The Flight Hardware And Has Optical Interfaces To The Flight Hardware As Well As To The Other Ogse Of The Assembly. Additionally, It Will Provide A Software Environment For Command, Monitoring And Data Logging. The Software Will Allow Commands In A Local And A Remote Mode. The Working Environment Will Be Ambient Iso-5 As Well As Vacuum Environment At Ambient Temperatures. The Specsid Will Feature The Following Main Building Blocks:Optical Head (Incl. Alignment Metrology);6D Movement Stage;Control Unit;Calibration System. The Present Invitation To Tender Will Be Addressed To Economic Operators (Including Those Deemed To Act As Subcontractors) Whose Registered Office Is Established In Such Member And Associated States Which, By The Time Of The Contract Award Decision, Will Be A Participating State In The Esa Csc-4 Programme. This Procurement Will Be Conducted In Line With The “Esa Best Practices For The Selection Of Subcontractors By Prime Contractors In The Frame Of Esa’S Major Procurements” (Reference Esa Best Practices Ipc(2012)65,Rev.2) As Modified For The Purpose Of The Copernicus Programme.
