Forestry Services – Forest Management Service Contract 2027-2028 (2029-2030). The Municipality Of Mäntsälä Requests Your Offer For A Forest Management Service Contract, The Aim Of Which Is To Secure High-Quality Forest Management Of Economic And Park Forests, Full And Planned Utilization Of Felling Opportunities In Economic Forests, Consideration Of Landscape Management And Recreation Opportunities, And Protection Of The Clients Interests In Matters Related To Forest Management. The Forest Service Contract Is Drawn Up For The Years 2027-2028 And The Contract Can Be Extended With One Option Period Of Two (2) Years. The Municipality Of Mäntsälä Owns Approximately 870 Hectares Of Forest, Which Is Managed In Accordance With The Forest Plan Drawn Up For The Years 2024–2033. The Forest Plan Is Attached To The Tender Request. The Key Principle Of The Plan Is That Felling And Forestry Work Are Tendered Separately, So That The Municipality Gets The Best Return From The Timber Trade And The Work Is Carried Out Cost-Effectively. The Service Provider Plans, Tenders And Supervises Forestry Work On Behalf Of The Municipality. The Works Are Ordered According To The Municipalitys Annual Plan. Subcontracting Is Allowed, And The Bidder Is Not Required To Have Its Own Machinery. The Estimates Given In The Request For Tenders Are Based On The Forest Plan And The Fellings Defined In It. The Estimates Take Into Account The Felling Planned For The Years 2027-2033: - Felling Accumulation 2000-2500 M3/Year - Timber Trade Income 90,000-100,000 Euros/Year - Felling Approx. 20 Ha/Year - Forestry Work, Such As Nursery Maintenance, Clearing, Planting Or Other Similar Work Approx. 15-25 Ha/Year. The Annual Amounts Vary Depending On What Felling And Work Is Being Carried Out At Any Given Time. The Customer Does Not Commit To Certain Procurement Quantities, But Purchases Are Made Within The Scope Of The Customers Needs And Budget. For Small Procurement Fellings Outside The Forest Plan (Infrastructure Area, Storm Damage Or Other Similar), The Service Provider Will Sell The Wood At The Best Possible Market Price. Market Survey And Dividing The Procurement Into Parts: In The Preparation Phase Of The Procurement, A Market Survey Has Been Carried Out, Which Is Described In The Procurement Documents In Additional Information About The Procurement. The Procurement Unit Tenders The Forest Management Service Contract As A Single Entity And Selects One (1) Service Provider For The Contract Period. The Basis For Not Dividing Into Parts Is The Purchasing Units Own View And The View Of The Industry Players Obtained At The Market Mapping Information Session, That The Procurement Forms A Functionally Natural Whole, Which Is Not Appropriate To Divide Into Parts. Dividing The Procurement Into Parts Would Increase The Administrative Burden And Coordination, Thereby Increasing Total Costs Due To Logistical And Operational Overlaps, And Would Disperse Responsibilities, Which Could Weaken The Management Of Forest Management Quality And Schedules. A Unified Procurement Entity Promotes Cost Efficiency, Corresponds To The Structure Of The Market And Does Not Restrict Competition.
