Health And Safety Consultancy Services – Drawing Up Asbestos Tests And Epcs. The Object Of The Assignment Is The Preparation Of Legal Asbestos Tests And Energy Performance Certificates (Epcs) For The Residential Property Of Woonpunt Zennevallei. The Assignment Includes: • Drawing Up Individual Asbestos Tests For Each Residential Property In The Portfolio (Approximately 3,000 Units: Single-Family Homes And Apartments); • Drawing Up Asbestos Tests For The Common Parts Of Buildings And Residential Complexes With Multiple Residential Units; • Drawing Up Epcs For Approximately 700 Residential Units (Single-Family Homes And Apartments), With A Distinction Between A First Type Of Home And A Copy; • Drawing Up Epcs For The Common Parts (Epc Gd) Of The Buildings Involved. In Addition, The Assignment Includes The Registration Of The Findings In The Respective Government Databases (Ovam And Veka), Coordination And Communication With Residents, Reporting To Wpz And The Digital Archiving Of The Files. An Essential Principle Of This Assignment Is That The Preparation Of The Asbestos Tests And Epcs Is Done In An Integrated And Coordinated Manner As Much As Possible. If Both An Asbestos Certificate Test And An Epc Must Be Drawn Up For The Same Residential Unit, The Site Visits For Both Performances Are Combined As Much As Possible. The Aim Is To Avoid Double Resident Contacts And Separate Site Visits As Much As Possible And To Limit Inconvenience To Residents. The Nature And Scope Of The Services To Be Provided Cannot Be Fully Determined In Advance. The Same Applies To The Concrete Planning And Implementation Times Of The Partial Assignments. This Concerns A Public Service Contract That Takes The Form Of A Framework Agreement Within The Meaning Of Article 2, 35°, Of The Act Of 17 June 2016 On Public Procurement. In Principle, The Framework Agreement Is Concluded With A Maximum Of Three Entrepreneurs According To A Cascade System (See Below, Title I.3). The Contracts Based On The Framework Agreement Are Awarded According To The Conditions Set Out In The Framework Agreement In Accordance With Article 43, § 5, 1°, Of The Law Of 17 June 2016 On Public Procurement. The Assignment Is Placed In Implementation Of The Framework Agreement By Means Of Partial Assignments (= Orders), Which Are Placed Based On The Needs Of Woonpunt Zennevallei. The Actual Quantities Ordered May Differ From The Quantities In The Inventory. The Latter Are Purely Indicative And Serve Solely For The Comparison Of The Offers. The Conclusion Of The Framework Agreement Does Not Grant The Participants Any Right To Execution Of The Quantities Stated In The Inventory - Not With Regard To The Total Order Amount, Not With Regard To The Quantities To Be Ordered Per Item And Not With Regard To The Relationship Between The Items. Participants Cannot Claim Compensation If These Quantities Are Not Reached. The Assignment Does Not Ensure Exclusivity. The Participants Have Access Within The Framework Of This Government
