Tenders are invited for Procurement of Generator for Abou Halka Generator Room - NLWE (Retendered). Closing Date: Thursday, 12. Nov 2026 Intervention Sector(s): Water sanitation and hygiene The GIZ-implemented "Enhancing Water Resource Management Plus" (WAMA+) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to strengthen and improve water and wastewater service delivery in Lebanon through institutional and technical support to Lebanons regional Water Establishments. GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. Hence, WAMA+ will have 5 Outputs: Output 1: Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa water establishment (BWE) and Beirut and Mount Lebanon water establishment (BMLWE)). Output 2: Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water. Output 3: Supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment. Two outputs - EU Cofinancing: Output 4: Water Establishments have the capacity to monitor water production volumes: flow volumes of 400 bulk sources are measured and transmitted to central information systems to monitor water production at the level of MoEW and the WEs. Output 5: Water Establishments are capacitated to manage their user records; 800,000 subscribers records will be updated and digitalized as the four Water Establishments will be supported in using digitalized systems for user records management. Under Output 1, WAMA+ supports the rehabilitation of essential water infrastructure and the implementation of small-scale interventions that enhance the operational resilience of Water Establishments and improve continuity of water services, particularly in areas where critical assets have deteriorated or reached the end of their service life. As part of this output, GIZ intends to support the North Lebanon Water Establishment (NLWE) through the procurement, installation, testing, commissioning, and one-year maintenance of a new Prime Rated 1000 kVA diesel generator set at the Abou Halka Pumping Station, together with the replacement of the Automatic Transfer Switch (ATS), installation of new feeder cables, provision of portable fire extinguishers, and completion of all associated electrical and mechanical works required for safe and reliable operation. The intervention also includes coordination with the ongoing rehabilitation of the generator room to ensure proper ventilation, exhaust systems, accessibility, and integration with the existing electrical installation. The existing generator has exceeded its operational life and no longer provides reliable backup power to the pumping station. Frequent power interruptions in Lebanon have significantly affected the continuity of water production and distribution, making the replacement of the power system a critical intervention to ensure uninterrupted operation of the pumping station and continuous water supply to the served communities. The Contractor shall supply all labour, materials, equipment, tools, transportation, supervision, testing equipment, consumables, and all other resources necessary for the complete execution of the Works in accordance with the Contract Documents, Technical Specifications, Bill of Quantities, and applicable international standards. Objectives The overall objective of this intervention is to improve the reliability and resilience of water supply services in North Lebanon through the installation of a modern power generation system capable of maintaining uninterrupted operation of the Abou Halka Pumping Station during electrical power outages. The project also seeks to strengthen the operational capacity of NLWE by providing reliable emergency power generation, improving operational safety, reducing service interruptions, and enhancing the long-term sustainability of the pumping station. Target Area and Beneficiaries The intervention will be implemented at the Abou Halka Pumping Station, operated by the North Lebanon Water Establishment (NLWE) in Tripoli, Lebanon. The pumping station constitutes an essential component of the regional water supply system and plays a critical role in ensuring continuous operation of water production and distribution facilities. The project will directly benefit the North Lebanon Water Establishment through improved operational reliability, reduced downtime, lower maintenance requirements, and enhanced resilience against electrical power interruptions. Indirectly, the intervention will contribute to improving the continuity and reliability of water supply services for consumers served by the Abou Halka Pumping Station.
