Tenders are invited for Electronic Voucher and Cash Assistance System Using Cardless Code Service Location: West Bank and Gaza Catholic Relief Services (CRS), Jerusalem, West Bank and Gaza (JWBG), is issuing a Request for Proposals (RFP) to engage a qualified Financial Service Provider (FSP) to establish, operate, and maintain an integrated electronic voucher and cash assistance system to support the delivery of humanitarian assistance in the Gaza Strip and the West Bank. The attached RFP contains all the necessary information for interested Bidders. The solution shall enable CRS to configure and manage assistance activities; define activity-specific roles and access permissions; establish eligible commodities and participating vendors; upload participant data; process assistance top-ups; and securely generate and issue cardless codes to participants. It should also provide a centralized management platform for real-time transaction monitoring, comprehensive reporting, and financial reconciliation.
