A Framework Agreement Shall Be Signed With One Tenderer. The Framework Agreement Shall Be Based On Partnership Principles, With The Aim Of Ensuring Competence Sharing, Continual Improvement And Effective Use Of Resources. The Framework Agreement Is Not Exclusive There Can Be A Need For Resources At Different Resource Levels, Including Junior Consultants, Consultants, Senior Consultants. Most Of The Need Will Be Consultants And Senior Consultants, But The Distribution Between The Resource Levels Will Last Throughout The Framework Agreement Period Based On The Contracting Authority ́S Needs.
