Prior Information Notice For Medical Practice And Related Services – Advance Notification: Procurement Of Home Care Private Physician Services For A Limited Pilot. The South Ostrobothnia Welfare Region Is Preparing The Acquisition Of A Home Care In-House Doctor Service As Part Of A Development Project Implemented With External Project Funding. The Purpose Of The Procurement Is To Acquire The Medical Services Necessary For The Implementation Of The Pilot Of The Private Physician Model Of Home Care For The Selected Pilot Areas. The Aim Of The Pilot Is To Strengthen The Continuity Of Care, Improve The Availability Of Medical Services And Support Multi-Professional Cooperation Between Home Care And The Doctor. The Purpose Of The Procurement Is To Acquire A Home Care Private Physician Service For The Needs Of The Pilot. The Initial Goal Of The Private Doctor Service Is To Create A Private Doctor Model In The Pilot Areas, Where Named Doctors Are Responsible For The Medical Services Of Home Care Customers In Cooperation With The Home Care Staff. The Service Is Estimated To Include Both Local And Remote Medical Work. Local Work Is Carried Out In Social And Health Centers Defined By The Welfare Area. According To The Preliminary Assessment Of The Procurement, The Service Can Initially Be Procured For A Maximum Of Approximately 3–4 Person-Years Of Work. However, The Final Scope Of The Service To Be Acquired, The Amount Of Physician Work Input, The Way The Service Is Implemented, And The Number Of Doctors Producing The Service Are Determined Based On The Results Of The Tender, The Available Project Funding, And The Customers Needs. The More Precise Content Of The Procurement, Service Requirements, Service Scope, Pilot Area, Contract Terms And Other Conditions Regarding The Procurement Are Specified In The Actual Request For Tender. Preliminary Procurement Schedule (Estimate): - Publication Of Advance Notice In Week 44 Of 2026 - Publication Of Request For Tenders In November–December 2026 (In Accordance With The Procurement Act No Earlier Than 35 Days After Publication Of The Advance Notice) - Comparison Of Offers And Procurement Decision In December 2026 - Start Of Pilot In January 2027 - Estimated Pilot Period (Contract Period) 1 February 2027–30 November 2027 And Possible Option Year The Schedule Is Based On The Usage Schedule Of The External Funding Granted To The Project. The Procurement Unit Is Prepared To Use The Accelerated Procedure In Accordance With The Procurement Act. The Use Of The Procedure Is Justified By The Use Schedule Of The External Funding Granted To The Project And The Timing Of The Funding Decision, Due To Which The Procurement Must Be Carried Out In A Faster Schedule Than Usual In Order To Achieve The Projects Goals. In The Open Procedure According To The Public Procurement Act, The Tender Period Can Be Shortened On The Basis Of Urgency, If Compliance With The Deadlines Is Practically Impossible Due To Duly Justified Urgency. The Purpose Of This Advance Notice Is To Inform The Market About The Planned Acquisition. The Procurement Unit Does Not Plan To Organize A Separate Market Dialogue Before Publishing The Procurement Announcement. This Notice Is Advance Information About The Planned Procurement And Does Not Obligate The Procurement Entity To Carry Out The Procurement In Accordance With The Notice.
