Expression of Interest for Consultant for Private-Sector Delivery of Cluster Innovation and Enterprise Development. The Consulting Firm (or the lead firm and members of a consortium, taken together) must demonstrate: 1. A minimum of seven (7) years of demonstrable experience in designing, operating and managing startup incubators, accelerators or enterprise-development programmes in Sub-Saharan Africa (experience in Nigeria is a strong advantage); 2. A proven track record of designing and executing at least two (2) competitive innovation challenges or hackathons that resulted in commercially viable solutions; 3. A strong portfolio demonstrating the successful venture building of early-stage tech/digital businesses, including securing venture capital, angel investment or grant funding for supported startups; 4. Demonstrable experience working with donor-funded projects (e.g., AfDB, World Bank) and familiarity with their reporting, procurement, and environmental and social safeguard standards; 5. Established networks within the regional tech ecosystem, including direct links to corporate partners, venture capitalists, innovation hubs and market-access channels; 6. Experience integrating cross-cutting themes, particularly women and youth inclusion, into enterprise-development frameworks; and 7. The capacity to mobilise qualified Key Experts covering: Team Leader / Enterprise Development; Venture Building, Investment Readiness and Finance; Digital Product /Technology Commercialisation; Innovation Challenge and Market Linkage; and Monitoring, Evaluation, Learning (MEL) and Inclusion. Interested firms must provide information demonstrating that they are qualified to perform the services, including a company profile, a description of similar assignments completed (stating the client, scale, value and results achieved), relevant experience in comparable conditions, and the availability of appropriate skills among their staff. Firms may associate with other firms to enhance their chances of qualification; where a joint venture or consortium is proposed, the lead firm and the role of each member should be stated.
