Architectural, Construction, Engineering And Inspection Services – Framework Agreement Appointment Of Cost Controller For New Construction Az Turnhout. The Assignment Concerns The Appointment Of An Independent Cost Controller/Construction Cost Expert For The Financial, Economic And Commercial Guidance Of The New Construction Project Of Az Turnhout, From The Final Design Phase And Preparation Of The Tender Files Up To And Including The Implementation And Financial Closure Of The Works. The Contractor Assists Az Turnhout In Monitoring The Target Investment Budget And To This End Carries Out Independent Checks, Estimates, Analyzes And Advice With Regard To, Among Other Things, Design Decisions, Quantities, Unit Prices, Market Conformity, Tender Results, Changes, Settlements, Progress Reports, Additional And Reduced Work, Claims And Final Settlements. The Cost Controller Acts As An Independent Advisor To Az Turnhout And, From A Financial And Cost-Technical Point Of View, Provides Critical Counter-Expertise With Regard To The Estimates And Financial Proposals Of Designers, Engineering Firms And Executive Contractors. The Cost Controller Works Exclusively On Behalf Of And Reports Directly To Az Turnhout. The Contractor Must Formulate His Advice Independently Of The Design Team And The Executing Contractors. When Required By The Contracting Authority, The Contractor Prepares An Independent Audit Estimate Of The Final Design, Separate From The Budget Provided By The Design Team. If Required, The Contractor Will Also Provide Support For The Tendering Of The Works And Analysis Of The Quotations Received. The Contractor Supports Az Turnhout In Financial And Cost-Technical Discussions With Tenderers And/Or Contractors And Prepares Analyses, Benchmarks And Simulations For This Purpose. The Contractor Reports On This Exclusively To Az Turnhout And Does Not Assume Any Decision-Making Power From The Contracting Authority.
