Please refer to the General Procurement Notice for this project which was published on June 3, 2025 on the websites of the IDB, DG Market and Development Business; and on May 30, 2025 on the SP-PST website and on June 11, 2025 in the Public Procurement Review No. 4159. The services include, among other things: an in-depth feasibility study for the establishment of a heavy goods vehicle renewal fund in Burkina Faso, capitalizing on national experiences (1998, 2012, 2016, PAMOSET, PCE-LON) and lessons learned internationally . The implementation period for the services is estimated at ninety (90) days. The detailed terms of reference for the mission can be obtained at address 1, indicated below. The Ministry of Homeland Construction, represented by the Permanent Secretariat of the Transport Sector Program (SP-PST), which manages the PRISE program, invites eligible consulting firms (the Consultants) to express their interest in providing the above services. Interested Consultants must provide specific information demonstrating their full qualifications to perform the services (brochures, references for similar assignments, experience in similar conditions, availability of appropriate staff, etc.). The pre-selection criteria are as follows: Experience in the following areas or tasks will be considered a minimum requirement. Must have been achieved within the last ten (10) years (2016-2025). Key experts will not be assessed at the pre-selection stage. NB: A shortlist of no more than six (06) offices/groups of offices according to the evaluation criteria listed above will be established at the end of this Notice of Expression of Interest. Interested consultants are advised to refer to paragraphs 1.12.1 and 1.12.2 of the Guidelines for Procurement of Consulting Services under Islamic Development Bank Project Finance February 2023 (the Procurement Guidelines), which set out the IDBs policy on conflicts of interest. Consultants may apply as a consortium, validated by an agreement between the consortium members, clearly specifying the type of consortium: a group of consultants, an intermediate form of association, or an intention to subcontract. In the case of a consortium, all members will be jointly and severally liable for the entire contract, should it be awarded. The selection will be made in accordance with the Quality and Cost Based Selection method from the shortlist of international consultants limited to Member Countries (QCBS/PM) as set out in the IDB Guidelines . NB: However, an expression of interest to participate in the provision of Consulting Services does not oblige the borrower to include the candidate in the shortlist. All expressions of interest must be written in French and include adequate documentation for evaluation based on the criteria above.
