Tenders are invited for Mitigation Design for Failure Locations along Main Line Due to Ditwah Cyclone Line (from Wattegama to Ukuwela) at 04 Locations in Matale District (Site No. 250, 251, 252, 253) under Package 10v of Reduction of Landslide Vulnerability by Mitigation Measures Project (Rlvmmp) Non-refundable Fee (LKR): 66,000.00 Tender Security Value and Validity Date: LKR 9 million or 26,865.00 USD. Validity until 05.05.2027 5. Inspection and Collection of Tender Documents Interested eligible International and Local Tenderers may obtain further information from the Project Director RLVMMP (Telephone: 011 2559869) and inspect the Tender Document during office hours from 09.00 to 14.00 hours at National Building Research Institute, No. 99/1, Jawatta Road, Colombo 05, on working days from 20.10.2026 to 06.11.2026. The Tender Documents can also be inspected on https://rlvmmmp.lk commencing from 20.10.2026 to 06.11.2026. Tender Documents downloaded via the web shall not be accepted for submission/tendering. 6. Purchase of Tender Documents For submission of tender, the Tender Document in English language can be purchased from 20.10.2026 to 06.11.2026 by interested eligible Tenderers upon production of a letter requesting tender documents, on original business letterhead, addressed to the Director General, National Building Research Institute (NBRI), No. 99/1, Jawatta Road, Colombo 05, and upon payment of a non-refundable fee as stated in the above table. 7. Method of Payment Payment shall be in cash only to the NBRI cashier. 8. Online Registration Furthermore, it is also necessary to register online at www.drc.gov.lk at Registrar of Companies to get the PCA 3 form, which is required to submit with the tender. The registration process has been converted into an online system through web: eroc.drc.gov.lk. 9. Site Visits and Pre-Tender Conference Site visits will be held on 26.10.2026 for Packages 10V and 10W and on 27.10.2026 for Package 10X, commencing as scheduled in ITT 7.4 in each Tender Document. A pre-tender conference will be held at the Auditorium of National Building Research Institute, No. 99/1, Jawatta Road, Colombo 05, commencing at 10.00 hrs on 28.10.2026. 10. Tender Security All Tenders must be accompanied by Tender Securities as stated above, and the Tender Security shall only be an unconditional guarantee issued by a commercial bank recognized by the Central Bank of Sri Lanka in accordance with the format given in Section IV Tender Forms. If the Tender Security is obtained from a bank based in another country, it shall be confirmed by a corresponding bank in Sri Lanka, recognized by the Central Bank of Sri Lanka, in accordance with the format given in Section IV Tender Forms. 11. Signing of Tender Documents All pages of the Tendering Documents shall be signed by the Tenderer and affixed with his/her seal. 12. Submission Format The Tender shall be submitted as Original and Duplicate. The original and the duplicate should be enclosed in separate sealed envelopes and marked as Original and Duplicate respectively. Both envelopes shall be enclosed in a sealed single envelope, and the Description of Work and Contract No. shall be written on the top left-hand corner of the envelope. 13. Deadline and Opening of Tenders Tenders must be delivered to the address below at or before 14:00 hrs on 06.11.2026. Electronic tender acceptance/submission will not be permitted. Late Tenders will not be accepted and rejected Tenders will be returned. Tenders will be publicly opened immediately after closing, in the presence of the Tenderers designated representatives and anyone who has chosen to attend, at the address below.
