Terms of Reference Consultancy Services To support AIDA members to develop parameters for engaging in reconstruction activities in Gaza Introduction: The Association of International Development Agencies (AIDA) is a coordinating body representing over 100 international NGOs working across the occupied Palestinian territory (oPt). AIDA provides a collective platform for humanitarian and development actors to coordinate, share information, and engage in joint advocacy to promote the protection of civilians, humanitarian access, and respect for international law. Despite a nominal ceasefire declared in Gaza in October 2025, Israeli military violations have continued daily, and humanitarian needs remain dire for millions of Palestinians. At the same time, the United States declared in January 2026 that phase two of the United States 20 point plan, meant to facilitate the reconstruction of Gaza, has begun. While no tangible progress has been made on this front through the Board of Peace or other associated bodies, Palestinian civil society and the aid community have raised serious concerns that these structures, which are ostensibly meant to lead reconstruction efforts, lack meaningful Palestinian leadership, could facilitate further forcible displacement of Palestinians, and further undermine Palestinians inalienable right to self-determination. INGOs within AIDA strongly believe that reconstruction in Gaza must be Palestinian-led and advance Palestinian ownership, consistent with the right to self-determination. Therefore, rather than prescribing what reconstruction should look like, AIDA will focus on how to support its members to engage responsibly in future Palestinian-led reconstruction efforts, and to mitigate potential harm. Purpose of the Assignment AIDA seeks a consultant to review prior reconstruction efforts in Gaza and Palestinian civil society and private sector-identified priorities, and to develop with AIDA members, policy and programmatic guidance to ensure INGO engagement in reconstruction is principled and accountable economic conditions of the Palestinian context, while promoting sustainable, resilient, and inclusive agricultural systems. Specific Objectives: 1) Draft an internal paper for AIDA members use that consolidates lessons learned from previous reconstruction efforts in Gaza as well as the priorities outlined by Palestinian civil society regarding future reconstruction in Gaza, building on previous efforts from AIDA members. 2) Facilitate sessions with AIDA members policy and advocacy staff and country directors to identify, based on the papers findings, areas where INGOs are best positioned in future reconstruction, parameters governing ethical and principled engagement. Draft a summary report of these sessions. 3) Draft a briefing note for key external stakeholders (likely private) setting out parameters and principles for INGO and Donor engagement in future reconstruction efforts in Gaza including clear and focused policy recommendations and a set of dos and donts". Scope of Work: Under the direct supervision of the AIDA Senior Policy and Advocacy Lead, the consultant will undertake the following: Conduct a desk review of lessons learned from previous reconstruction efforts in Gaza, and other contexts, where applicable, including obstacles impeding reconstruction and lessons learned related to local ownership and sustainability of Palestinian civil society organizations. Conduct a desk review of existing documents/initiatives outlining reconstruction priorities identified by Palestinian civil society and private sector (including through PNGO, AIDA members, and other Palestinian civil society and think tanks) Map AIDA members existing policy and advocacy initiatives regarding reconstruction in Gaza. Map existing reconstruction announcements, initiatives, and plans from various public and private stakeholders in Gaza Facilitate sessions with AIDA advocacy and program staff and country directors to discuss findings from the internal paper and identify parameters for ethical and principled INGO engagement. Discussions should include next steps on how to operationalize the findings and recommendations. Conduct KIIs with Palestinian civil society representatives and other agreed stakeholders to inform the analysis and recommendations Methodology: The consultant will apply a mixed-methods approach, including: Desk review of relevant reports and literature, including post-conflict reconstruction assessments, Palestinian civil society position papers, and INGO/UN evaluations. Key informant interviews (KIIs) - KIIs will prioritize Palestinian civil society representatives (including representatives of women and youth led organizations and people with disabilities), followed by INGO staff with direct reconstruction experience, UN agencies, donors, and relevant researchers. The consultant will agree on a final KII list with AIDA during inception. Deliverables: Deliverables will include: A brief inception note/work plan, including the final methodology, KII list, detailed timeline and level of effort. An internal paper containing: Lessons learned from previous reconstruction efforts in Gaza and potentially other contexts including obstacles impeding reconstruction and lessons learned related to local ownership and sustainability of Palestinian civil society organizations Reconstruction priorities identified by Palestinian civil society AIDA members existing policy and advocacy initiatives regarding reconstruction in Gaza Possible areas for ethical and principled engagement and possible pitfalls for INGOs engaging in reconstruction efforts, based on the above Facilitation of sessions with AIDA members to identify parameters for ethical and principled engagement based on the internal paper and members input Summary report of sessions with AIDA members A briefing note for key stakeholders (likely private institutional donors) outlining INGOs and principled donor engagement parameters (i.e. dos and donts) for ethically engaging in future reconstruction efforts in Gaza, in support of Palestinian-led efforts and with a view to avoiding future harm, accompanied by a plan on next steps.
