Tenders are invited for Consultant for Planning and Implementing Accessibility Initiatives in Beqaa Area (Public Schools) Closing Date: Monday, 19. Oct 2026 Intervention Sector(s): Advocacy & Awareness, Disability, Rehabilitation Remuneration range: > 6000 (USD) Duration of Contract: A three-month period from October to December 2026, comprising a total of 24 working days 1. Background and Purpose LUPD intends to assess and improve the accessibility, safety and functional suitability of four public schools located in the Bekaa. LUPD aims to engage a qualified civil engineer and/or architect to undertake technical assessments, define rehabilitation requirements, prepare Bills of Quantities (BOQs), support the preparation of contractor Terms of Reference (TOR), and monitor the agreed works. The Consultant confirms having the qualifications, registrations, experience and capacity required to perform these services in accordance with this Agreement and accepted professional practice. 2. Appointment and Contractual Status LUPD appoints the Consultant, and the Consultant accepts the appointment, to provide the services described in this Agreement and Annex 1. The Consultant is an independent consultant. Nothing in this Agreement creates an employment relationship, partnership, joint venture, agency or entitlement to employee benefits. The Consultant has no authority to bind LUPD, approve expenditure, instruct a contractor to vary the works, certify payment, or make commitments on LUPDs behalf unless specifically authorized in writing. 3. Term and Mobilization This Agreement begins on the Effective Date and continues for two months, ending on the End Date, unless extended by written amendment or terminated earlier under Clause 19. The Consultant shall mobilize within [five (5)] working days of the Effective Date or receipt of a written notice to proceed. The Consultant will conduct regular site inspections (e.g., specify number per school, plus ad-hoc visits during critical structural/accessibility pours like ramps or bathroom retrofitting). ( 24 visits in total as per the budget, 4 initial visits ; one for each school; the outcome of the first visit must be a detailed technical report including the works to be done, measurements, materials, etc.. then monitoring visits, full work inspection visits, final handover visits. 4. Scope of Services 4.1 Inception and document review Meet LUPD and relevant stakeholders to confirm objectives, roles, access arrangements, reporting lines, standards, available drawings and the implementation sequence. Review available architectural, structural, services and rehabilitation documents, previous assessments, budgets, safeguarding requirements and donor conditions. Submit an inception note and detailed work plan covering all four schools, including the assessment tools, visit schedule, deliverable dates, information gaps and key risks. 4.2 Accessibility and rehabilitation assessments Conduct on-site assessments of each school, with participation of LUPD representatives and, where arranged by LUPD, school management. Assess external approaches, entrances, circulation routes, ramps, stairs, handrails, doors, corridors, classrooms, sanitation facilities, signage, lighting, emergency egress, common areas, playgrounds and other relevant features. Identify physical, safety and usability barriers, and document findings through measurements, photographs, annotated plans and location-specific observations, subject to applicable consent and privacy rules. Assess rehabilitation needs and visible defects relevant to the assignment. Where a condition requires specialist structural, geotechnical, electrical, mechanical, fire-safety or other expertise outside the Consultants competence, immediately flag it to LUPD and recommend a specialist assessment. Prioritize recommendations by urgency, safety, accessibility impact, feasibility, disruption to school operations and indicative cost. 4.3 Design, specifications and BOQs Develop practical rehabilitation and accessibility solutions for each school, including sketches drawings, details and technical specifications necessary for procurement and construction. Prepare a separate, itemized BOQ for each school and a consolidated summary. Each BOQ shall state item descriptions, applicable specifications, units, measured quantities, provisional items where justified, and clear measurement assumptions. Prepare an engineers cost estimate when requested in Annex 1. Any estimate shall be confidential, based on stated assumptions and market information reasonably available at the time, and shall not guarantee tendered or final costs. Cross-check BOQs, drawings and specifications for consistency and revise documents following consolidated LUPD comments. 4.4 Contractor TOR and procurement support Support LUPD in drafting the contractor TOR / scope of works, technical specifications, deliverables, implementation schedule, quality requirements, site obligations, accessibility requirements, testing, handover and defect-correction requirements. Respond to technical clarification questions during procurement and, if requested in writing, support the technical evaluation of bids using LUPD-approved criteria. LUPD retains all procurement decisions and contracting authority. Update tender documents when LUPD approves clarifications or necessary corrections, while maintaining a revision record. 4.5 Implementation monitoring and technical support Monitor and verify the implementation of works through site handover/kickoff meetings and regular monitoring visits, as required by the agreed schedule, progress, and risk level. Check compliance with approved drawings, specifications, BOQs, accessibility standards, materials, and workmanship, including verification of key accessibility elements such as ramp slopes and formwork, tactile paving, door clearances, grab bars, and non-slip flooring. Review and provide technical recommendations on contractor submissions, including samples, method statements, shop drawings, proposed substitutions, measured quantities, and progress claims, within the Consultants scope. Approval of payments and variations remains solely with LUPD. Document progress and identify issues through dated site-visit records and photographs, clearly recording any non-conformities, required corrective actions, responsible parties, and deadlines. Immediately flag any significant safety, safeguarding, accessibility, quality, delay, or cost concerns to LUPD. Support completion and handover by participating in practical completion inspections, preparing and following up on snag lists, verifying that defects and non-conformities have been rectified, and providing a final completion and accessibility compliance report.6. Deliverables, Review and Acceptance The Consultant shall provide the deliverables listed in Annex 2, in editable and PDF formats, in English [and Arabic where specified]. Drawings shall also be submitted in [DWG/Revit or agreed editable format], and BOQs in editable Excel format. LUPD shall normally review each deliverable within [seven (7)] working days. The Consultant shall address one consolidated set of reasonable comments and resubmit within [five (5)] working days, unless another period is agreed. A deliverable is accepted only when LUPD confirms acceptance in writing. Review or acceptance does not relieve the Consultant of professional responsibility or the duty to correct errors and omissions. If LUPD identifies a material deficiency, the Consultant shall correct and resubmit the deliverable without additional fee where the deficiency arises from failure to comply with the agreed scope, instructions or professional standard. How to apply Contractual notices shall be sent by hand, courier or email to the contacts below and are effective upon documented delivery. Routine technical coordination does not amend this Agreement.
