Tenders are invited for Consultancy for Safety, Security and Emergency Preparedness Training and Development of Practical Emergency Procedures Closing Date: Sunday, 18. Oct 2026 Intervention Sector(s): Human Rights & Protection, Safety and Security Remuneration range: 5000 to 6000 (USD) Duration of Contract: 14-16 weeks 1-Background Asmae - Association Soeur Emmanuelle is a French international NGO founded in 1980 by Sister Emmanuelle. Asmae works to improve the lives of vulnerable children and families through education, livelihoods and child protection, while strengthening the capacities and sustainability of local civil society organizations. In Lebanon, Asmae collaborates with AMEL Association under the PEACE project. AMEL is a Lebanese civil society organization has between 1200-1800 Staff, with extensive experience and operations across different regions of Lebanon, including areas affected by conflict, insecurity, displacement and other emergencies. Lebanons evolving security, political, economic and humanitarian context requires organizations to have practical systems that allow them to anticipate risks, respond effectively to emergencies, protect staff and maintain essential operations. As part of its organizational strengthening support, Asmae is seeking a qualified consultant or consulting firm to support AMEL in strengthening its safety, security and emergency preparedness system. The assignment should go beyond conventional security training. It should assess AMELs existing practices, identify gaps and develop simple, practical and usable procedures that staff and managers can apply during real emergencies. 2-Purpose of the Consultancy The overall objective is to strengthen AMELs ability to prevent, prepare for and respond to safety, security and emergency situations while protecting staff and maintaining essential operations. The consultancy will: Assess AMELs existing safety, security and emergency preparedness systems and identify strengths, gaps and priorities. Develop or strengthen practical safety and security SOPs and emergency procedures. Clarify roles, responsibilities, decision-making and escalation mechanisms. Establish a clear emergency communication and phone-tree/cascade system and strengthen staff accountability and check-in mechanisms. Strengthen staff understanding of incident reporting, emergency communication and practical safety and security measures. Build practical safety and security skills, particularly among frontline and field staff. Test procedures through realistic scenarios, simulations and exercises. Develop a practical emergency safety and security toolkit for continued use by AMEL and train relevant staff (TOT) The expected result is a clear, accessible and practical system that staff can follow during an emergency, regardless of their role or location. 3-Scope of Work 3.1-Safety and Security Assessment The consultant will review AMELs current safety and security arrangements, including: Existing policies, procedures and practices. Emergency, evacuation and shelter arrangements. Incident reporting mechanisms. Communication and escalation procedures. Staff accountability and check-in systems. Travel and field movement procedures. Arrangements for high-risk locations and activities. Roles and responsibilities of management and field teams. Relevant business/operations continuity arrangements. Staff awareness and understanding of existing procedures. The assessment should identify what is already working well, what needs to be formalized and what needs to be strengthened. The consultant should use an appropriate combination of document review, key informant interviews, focus group discussions, consultations with management and staff, and practical mapping/process-mapping exercises. The consultation should include a representative sample of relevant management, programme, field, frontline and support functions. The detailed consultation arrangements and sampling will be agreed during the inception meeting. 3.2-Safety and Security SOPs Based on the assessment, the consultant will develop or strengthen practical SOPs covering key safety, security and emergency situations. The procedures should be: Simple and easy to understand. Applicable across departments and locations. Clear on roles, responsibilities and decision-making authority. Practical during stressful situations. Easy to access and share with staff. The SOPs should clarify, as relevant, when staff should continue activities, suspend activities, shelter in place, relocate, evacuate, change or stop movements, report an incident or escalate an issue. The consultant should avoid creating an overly complex manual that staff are unlikely to use in practice. 4-Key Training Areas Training content should be adapted to AMELs operational reality and differentiated, where appropriate, between management, office-based staff and frontline/field staff. The consultant should prioritize practical application over presentation-based training. * Please check the details in the attached TOR 5-Emergency Communication and Cascade System A key output of the consultancy will be an AMEL Emergency Communication Cascade / Phone Tree. The system should define: Who activates emergency communication and who contacts whom. Primary and secondary contacts and relevant department/location focal points. How information reaches frontline staff and how staff confirm receipt. What happens if a staff member cannot be reached. Alternative communication methods when normal channels fail. How information moves from field teams to management and how management communicates decisions back to teams. How staff status is collected and consolidated and who maintains and updates contact lists. 6-Roles, Responsibilities and Decision-Making The consultant will develop a Safety and Security Roles and Responsibilities Matrix covering relevant functions, including senior management, department managers, safety/security focal points, programme managers, field coordinators, team leaders, Human Resources, Administration/Logistics, drivers, frontline employees and IT/Communication focal points, as relevant to AMEL. 7-Emergency Scenario-Based Preparedness and Simulations The consultant will develop and facilitate realistic scenarios based on AMELs operational context. Final scenarios will be selected and adapted based on the assessment and AMELs actual risks. Practical exercises should test whether procedures are understood and workable, including emergency communication, field security response, sudden security escalation and communication failure. Lessons learned from the exercises should be incorporated into the final procedures and tools. 8-Emergency Safety and Security Toolkit The consultant will develop a concise and practical toolkit for AMEL. Depending on the assessment, it should include: Safety and Security SOPs and Emergency Response Procedures. Emergency Contact List Template and Emergency Communication Cascade / Phone Tree. Roles and Responsibilities Matrix and Emergency Escalation Flowchart. Incident Reporting Form and Staff Accountability / Check-in System. Field Movement and Travel Safety Procedures. Emergency Decision-Making Flowchart. Evacuation and Shelter-in-Place Procedures. Emergency Communication Protocols. Emergency Scenario Cards. Staff Safety Checklist and Manager Emergency Checklist. Frontline Staff Quick Reference Guide. Where possible, the consultant should develop one-page quick-reference tools that can be easily accessed during an emergency. 9-Methodology and Work Approach The consultant should propose a participatory, practical and field-oriented methodology. The detailed operational arrangements, sequencing, consultation schedule, locations and participant groups will be agreed with AMEL during the inception meeting. The overall approach should cover: Inception and document review. Safety and security assessment and consultations. Development and validation of procedures and tools. Practical training and Training of Trainers. Scenario-based simulations and testing. Finalization, handover and recommendations for continued implementation. 10-Training of Trainers (ToT) A specific component of the consultancy will be a Training of Trainers (ToT) for approximately 2025 selected AMEL staff. The consultant will train this group on the key safety and security concepts, procedures, emergency response tools and practical approaches developed through the assignment. The ToT should equip participants to support internal dissemination, staff orientation and future refresher sessions within AMEL. The composition of the ToT group, training format and detailed content will be agreed during the inception phase based on AMELs needs. The ToT is intended to support sustainability and internalization of the system beyond the consultancy period. 11-Expected Deliverables and Anticipated Indicative Timeline *Please check the attached TOR 12-Sustainability and Internalization The consultant should ensure that AMEL can maintain and use the developed system after the consultancy. Recommendations should address ownership of the SOPs and toolkit, responsibility for updating emergency contact lists, review of procedures, induction of new employees, refresher training, regular drills/simulations and integration of lessons learned from actual incidents or changes in the operating context.
