Tenders are invited for Research Consultant Gender-Sensitive Research on the Impacts of Salw in Lebanon 1. BackgroundThe recent conflict in Lebanon has intensified insecurity, displacement, protection concerns, and social tensions, with significant repercussions for vulnerable communities across the country. Existing challenges, including economic hardship, limited access to services, and complex governance arrangements, have been further exacerbated by deteriorating security conditions and increased circulation and visibility of Small Arms and Light Weapons (SALW).The proliferation, use, and misuse of SALW can have gender-differentiated impacts on women, men, girls, and boys. Emerging evidence suggests links between SALW presence and heightened risks of gender-based violence (GBV), domestic violence, restrictions on womens and girls mobility, increased fear and insecurity, escalation of community disputes into armed incidents, and the erosion of community trust and informal protection mechanisms. However, there remains limited context-specific evidence examining how these dynamics affect different population groups in Lebanon.To address this gap, and with support from UN Women, Permanent Peace Movement (PPM) seeks the services of a research consultant to undertake a gender-sensitive study that explores the intersection between SALW dynamics, gender inequalities, humanitarian vulnerabilities, and protection risks. The study will generate evidence to support more effective humanitarian programming, protection interventions, community stabilization initiatives, and policy dialogue on gender-responsive approaches to SALW governance and violence prevention. 2. Objectives of the Consultancy The overall objective of the consultancy is to conduct a gender-sensitive research study examining the differentiated impacts of SALW proliferation, use, and misuse on women, men, girls, and boys in Lebanon in the context of escalating insecurity, displacement, and protection risks arising from ongoing conflict. Specific objectives include: Assess the gendered impacts of SALW proliferation on safety, protection, and social cohesion. Examine the relationship between SALW dynamics and heightened risks of GBV, domestic violence, exploitation, and other protection concerns. Analyze how conflict, displacement, and socioeconomic stressors influence SALW-related risks and vulnerabilities. Identify community-level coping strategies, informal protection mechanisms, and violence prevention approaches. Generate actionable recommendations for humanitarian actors, policymakers, and community stakeholders to strengthen gender-responsive protection and community security interventions. 3. Scope of Work Under the supervision of PPM with technical oversight from the Research Advisory Group (RAG), the consultant will undertake the following activities: Activity 1: Research Design and Data Collection The consultant will develop and implement a mixed qualitative and participatory research methodology suitable for humanitarian and conflict-affected settings. Key tasks include: Develop an inception report outlining methodology, sampling strategy, ethical considerations, and workplan. Design data collection tools and protocols. Conduct focus group discussions, key informant interviews, and community consultations. Ensure meaningful participation of women, girls, youth, and other marginalized groups. Examine: Experiences of insecurity and exposure to SALW-related violence. Links between SALW presence and GBV, domestic violence, and exploitation. Perceptions of safety, justice, accountability, and protection. Barriers to accessing protection, referral, and support services. Impacts on mobility, livelihoods, and social cohesion. Ensure all data collection processes follow GBV ethical and safety guidelines. Put in place referral pathways and protocols for responding to disclosures of protection concerns. Activity 2: Analysis and Production of Research Report Based on the findings, the consultant will prepare a comprehensive analytical report examining the relationship between SALW dynamics, gender inequalities, and humanitarian vulnerabilities. The report shall include: Context and Conflict Analysis Overview of security dynamics. Analysis of conflict-related drivers affecting SALW proliferation and use. Policy and Governance Analysis Assessment of governance challenges related to SALW control in different settings across Lebanon. Analysis of policy and institutional gaps. Review of applicable national and international frameworks. Legal and Regulatory Analysis Examination of relevant legal frameworks. Assessment of limitations and challenges within refugee camp contexts. Gender Analysis Assessment of differentiated impacts on women, men, girls, and boys. Analysis of gender norms and power relations influencing access to and impacts of SALW. Examination of links between SALW, GBV, domestic violence, and protection risks. Humanitarian and Protection Dimensions Assessment of displacement-related vulnerabilities. Impact of economic stressors and humanitarian conditions on patterns of SALW use and misuse. Analysis of barriers to protection and service access. Community Resilience and Prevention Documentation of community-led coping mechanisms. Assessment of informal mediation practices and local violence prevention initiatives. Identification of promising practices and opportunities for community stabilization. Recommendations The report will provide practical recommendations for: Humanitarian actors. Protection and GBV practitioners. Community stakeholders. National authorities and relevant institutions. Development and peacebuilding partners. Recommendations shall be aligned with relevant international frameworks, including: UN Security Council Resolution 1325 and the Women, Peace and Security Agenda. The Arms Trade Treaty (ATT). The UN Programme of Action on Small Arms and Light Weapons. Relevant humanitarian protection standards and GBV guidelines. Activity 3: Policy Dialogue and Validation Workshop The consultant will design and facilitate a closed-door policy dialogue to present and discuss study findings. The dialogue will bring together representatives from: Womens groups and women peacebuilders. Lebanese Armed Forces and relevant security actors. Humanitarian and protection organizations. Government and national stakeholders. The event will focus on: Presentation and validation of findings. Discussion of policy implications. Promotion of gender-responsive approaches to civilian protection. Identification of opportunities to reduce harm and strengthen community safety. Activity 5: Dissemination and Knowledge Uptake The consultant will support dissemination of findings through existing peacebuilding, protection, and dialogue platforms. Activities include: Development of accessible research products, including Arabic summaries and presentation materials. Facilitation of dissemination sessions with womens groups, youth networks, and community leaders. Presentation of findings to humanitarian and protection actors. Support integration of recommendations into ongoing programming and policy discussions. Closing Date: Thursday, 15.
