The Acquisition Will Cover The Ministry Of Foreign Affairs And Foreign Missions Needs For International Dispatch Services With Associated Customs Clearance Services. The Service Includes Collection And Express Delivery Of Consignments Between The Foreign Ministrys Head Office And The Foreign Stations. There Are One Or More Daily Shipments From The Ministry Of Foreign Affairs. The Supplier Must Therefore Collect Consignments At A Fixed Time From The Ministry Of Foreign Affairs Once A Day, And More Often By Agreement. In Addition, There Will Be Weekly Shipments From The Foreign Stations To The Ministry Of Foreign Affairs. These Shipments Must Be Made To Order, And The Foreign Station Will Itself Be The Orderer. The Framework Agreement Mainly Applies To Shipments Up To 300 Kg. The Consignments Include, But Are Not Limited To, Regular Mail Such As Letters And Parcels Sent Between The Ministry Of Foreign Affairs And The Stations, But Also Goods That The Foreign Stations Buy From Norwegian Equipment Suppliers In Oslo And The Surrounding Area (For Example Ict Equipment, Furniture, Lighting, Supplies, Etc.). These Items Are Usually Collected From The Ministry Of Foreign Affairs, But The Supplier Will Exceptionally Have To Collect The Order From The Equipment Supplier In Question. The Supplier Must Carry Out The Necessary Customs Declaration (Import And Export Declarations) With Associated Document Management, Advance Notification To The Importing Countrys Authorities And Advance Payment Of Customs Duties And Taxes Where Applicable. The Shipments Are Sent As Diplomatic Pouch (Diplomatic Shipment), So That Customs Fees And Vat. Exceptionally Will Only Apply. The Supplier Must Therefore Be Able To Carry Out Simplified Customs Declaration Procedures For Diplomatic Mail And Goods, Including Exemptions From Payment Of Customs Duties And Taxes, Where This Has Been Introduced. The Framework Agreement Does Not Cover Third-Country Consignments, I.E. Consignments Between Two Foreign Stations. The Framework Agreement Will Have A Duration Of 2 Years With The Option Of An Extension Of 1 + 1 Year. It Is Assumed That The Annual Total Value For Requested Service Areas Is Nok 5 Million. The Maximum Value For The Framework Agreements Entire Contract Period Is Set At Nok 32 Million.
