BACKGROUND As part of the MAKKEN 2 project, INJAZ Lebanon is undertaking a package of light rehabilitation and maintenance works across two locations: the public garden in Jdaydet El Joumeh and the Waste Collection Warehouse in Miniara/Akkar. The works aim to improve the condition, functionality, safety, and visual quality of these community facilities, in line with INJAZ Lebanons commitment to supporting well-maintained, welcoming public and municipal spaces.This assignment covers two distinct but jointly procured scopes of work: (1) garden maintenance, minor rehabilitation, and the supply and installation of new outdoor fitness and seating items at Jdaydet El Joumeh; and (2) surface preparation and painting works at the Miniara/Akkar Waste Collection Warehouse, covering internal walls, the internal steel truss structure, and the facilitys metal gate. OBJECTIVE OF THE ASSIGNMENT The objective of this assignment is to engage a qualified contractor to carry out the works detailed in the attached Bill of Quantities (BOQ), covering: General cleaning and rehabilitation of the Jdaydet El Joumeh garden. Maintenance of existing lawn, green areas, and olive trees. Landscaping and planting of low-maintenance ornamental plants. Surface preparation and painting of existing benches, plant pots, and concrete elements. Cleaning, surface preparation, and painting of existing concrete stairs. Surface preparation, safety treatment, and repainting of existing playground equipment. Supply, fabrication, and installation of new outdoor fitness equipment (air-swing and twister units) and a custom illuminated circular arch swing bench with signage, at Jdaydet El Joumeh. Surface preparation and painting of internal walls and the internal steel truss structure at the Miniara/Akkar Waste Collection Warehouse. Surface preparation and painting of the warehouses metal gate. The selected contractor/Service Provider shall execute all works strictly in accordance with the specifications, quantities, and notes set out in the attached BOQ, and shall submit shop drawings and material samples for approval prior to fabrication and application, where applicable. LOCATIONS AND SCOPE BREAKDOWN Jdaydet El Joumeh Garden Maintenance & Minor Rehabilitation One public garden to be maintained, rehabilitated, and enhanced with new outdoor items, comprising: General cleaning: comprehensive waste/debris removal and final pressure-washing of hard surfaces. Lawn & green area maintenance: mowing, weeding, and green waste disposal (approx. 2,000 m²). Tree maintenance: pruning and maintenance of 20 existing olive trees. Landscaping & planting: soil preparation and planting of approx. 100 units of low-maintenance ornamental plants (myrtle, rosemary, sage, rock rose, lavender or approved equivalents) around the statue area. Benches & concrete elements: surface preparation and repainting of 10 cement benches, 5 cement plant pots, and the rock/concrete border around the olive tree; rearrangement of benches per agreed layout. Stairs maintenance: cleaning, surface preparation, and repainting of the existing concrete stairs (approx. 13 steps). Playground equipment: surface preparation, safety treatment, and full repainting (minimum two coats, child-safe/non-toxic exterior paint) of 5 existing play units. New items: supply and installation of 1 outdoor double air-swing unit and 1 outdoor double twister unit, both ground-anchored per manufacturer and public-fitness-equipment safety standards. New feature item: supply, fabrication, and installation of 1 illuminated circular arch swing bench (moon-gate type) with reinforced concrete base, LED lighting, and custom backlit/cut-out "Jdeidet El Joumeh" signage with leaf motif, per the technical drawing and detailed specification in the BOQ. Miniara/Akkar Painting Works, Waste Collection Warehouse One facility to receive surface preparation and painting works, comprising: Internal walls: surface preparation (cleaning, scraping, crack filling, priming) and painting with a minimum of two coats of weatherproof interior paint (approx. 300 m²). Internal steel truss structure: mechanical cleaning, rust treatment, anti-corrosive priming, and painting of the bridge/purlin frames under the roof (approx. 460 linear meters). The corrugated metal roof sheeting itself is excluded from painting works. Metal gate: surface preparation, anti-corrosive priming, and finish-coat painting (minimum two coats) on both faces (approx. 35 m²). TECHNICAL PROPOSAL REQUIREMENTS Submission Understanding of the Assignment: A brief explanation of the service providers understanding of the assignment, objectives, and expected results, covering both the Jdaydet El Joumeh and Miniara/Akkar scopes. Proposed Methodology: A clear methodology describing how the service provider intends to execute the garden maintenance and rehabilitation works, the new item fabrication and installation, and the painting works, including sequencing, safety measures, and quality control. Proposed Team: Roles, and relevant experience of personnel to be involved in the assignment, including site supervision FINANCIAL PROPOSAL REQUIREMENTS Submission The Financial Proposal shall be submitted using the attached Bill of Quantities (BOQ), with rates and amounts completed for every line item across both the Jdaydet El Joumeh and Miniara/Akkar scopes. The service provider shall clearly state whether the proposed rates are inclusive or exclusive of VAT (11%) and any other applicable taxes or charges. All quantities in the BOQ are estimated; final payment shall be based on actual measured/verified quantities upon completion, unless otherwise agreed in writing. The financial proposal should include all costs necessary for complete execution of the works, including labor, materials, equipment, transport, and site clean-up.
