Tenders are invited for Provision of Online Program Management Training (PMD Pro) for NGOs. United Palestinian Appeal, Inc. (UPA), a 501(c)(3) New York-registered non-profit organization, with headquarters in Washington, DC. Established in 1978 by Palestinian-American professionals, UPA was conceived as a non-political, non-sectarian organization that would help Palestinians meet their relief and development needs. 1. Background and Purpose UPA is seeking to strengthen the program management capacity of its staff through structured training aligned with internationally recognized program management standards. UPA intends to engage a qualified service provider to deliver high-quality online program management training based on the Program Management for Development Professionals (PMD-Pro) model, tailored to UPAs operational context, and to support the review and adaptation of UPAs internal program management tools and processes. The assignment will support selected UPA staff across Palestine, Jordan, and Lebanon and will be delivered primarily online. UPA invites qualified service providers, including independent consultants/freelancers, registered companies, organizations, and training institutions, with relevant experience in program management for development professionals in general, and particularly the PMD Pro model, to participate in this bid. 2. Scope of Services The assignment includes two possible scopes. Bidders may apply for Scope A only, or for both Scope A and Scope B: Scope A: Online Program Management Training & Tool Customization, including interactive PMD Pro-aligned training and collaborative review and adaptation of UPA program management tools and templates. Scope B (Optional): PMD Pro Certification Support, including certification preparation, practice exams, guidance, and coordination of exam access through an accredited provider. 3. Assignment Duration and Delivery The assignment is expected to take approximately 12 weeks, including preparation, online training delivery, tool customization, and reporting. Training will be delivered online over multiple sessions using an interactive and practical approach. 4. Service Provider and Proposal Requirements Bidders should demonstrate relevant experience in PMD Pro or equivalent program management training, strong online facilitation skills, and experience working with NGOs, humanitarian, or development organizations. Certified PMD Pro trainers are preferred. Experience supporting certification processes is required for bidders applying for Scope B. The technical proposal should include the proposed methodology and workplan, approach to online delivery and tool customization, relevant organizational experience, and CVs of the proposed trainers. The financial proposal should provide separate costs for Scope A and Scope B, where applicable. For Scope B, tiered certification pricing should be provided as detailed in the full bid documents. Individual consultants/freelancers should provide their CV and relevant professional experience, while companies/organizations should provide an organizational profile and the CV(s) of the proposed trainer(s) as well as all other requested supporting documents mentioned in the Bid Document. All bidders should also provide at least three professional references for similar assignments, including the reference name, organization, and contact details. 5. Evaluation Proposals will be evaluated based on the requirements and criteria specified in the full bid documents and Terms of Reference, including relevant experience and qualifications, proposed methodology and approach, qualifications of the proposed trainer(s), and financial proposal.
