Tumaco Was Prioritized By The National Government As A Page 2 Of 13 Pilot Territory For The Territorialization Of The Area-Based Approach To Durable Solutions, Which Makes This Intervention A Component Of The Early Consolidation Of Public Policy In Urban Contexts Affected By Protracted Displacement. The Neighbourhoods Of Iberia, Obrero And Unión Victoria Present Persistent Structural Gaps In Income Generation, Labour Informality And Environmental Deterioration That Limit The Transition Towards Durable Solutions. More Than 91 % Of Their Population Lacks Minimum Conditions For Income Generation, And Inadequate Solid Waste Management Has Become A Critical Factor Of Environmental Impact, Public Health Concerns And Everyday Conflict. The Recycling Organizations Of Comuna 5 Currently Operate Without Adequate Places For Collection, Sorting And Transfer Of Material, Which Limits The Volume And Quality Of What Is Recovered And, With It, The Income Obtained From This Activity. In This Context, The Circular And Popular Economy Emerges As A Strategic Opportunity To Articulate Productive Inclusion, Social Cohesion And Territorial Governance, Especially For Afro-Descendant Women And Young People Who Face Intersectional Inequalities In Access To Employment, Community Participation And Economic Autonomy. The Intervention Consists Of Three Multifunctional Community Spaces, One Per Neighbourhood, Conceived As Soft Infrastructure That Complements Existing Facilities Rather Than Building New, Standalone Equipment. Each Space Integrates In A Single Place Three Functions Prioritized By The Women-Led Recycling Organizations: Education On Recycling Culture; The Collection And Sorting Of Recyclable Material In The Neighbourhoods; And The Exchange Of Material. The Three Functions Are Proposed Together Because They Feed One Another: Education Draws People In And Sustains Separation At Source, Exchange Gives A Tangible Return To The Households That Separate, And The Sorting Area Operationally Supports The Exchange. The Site Analysis, The Participatory Prioritization And The Selection Of The Three Sites Were Carried Out By Un-Habitat Between July And September 2026. Community Input Was Cross-Referenced With The Mapping Of Community Facilities, The Location Of The Eleven Waste Accumulation Hotspots And The Two Clusters Where They Concentrate, The Micro-Targeting Of The Habitat Management Plan (Pgh) And The Land Survey Provided By The Municipality Of Tumaco. Candidate Sites Were Scored From 0 To 100 Using Six Weighted Criteria Proximity To Waste Hotspots (35), Land Backing (20), Custodianship Of The Facility (15), Ground Conditions (15), Physical Suitability (10) And Concentration Of Social Use (5) Producing A List Of Twelve Sites That Ordered A Field Visit Carried Out In September 2026. Each Site Visited Was Assessed Against The Nine Un-Habitat Environmental And Social Safeguards And Against Characteristics Measurable In The Field: Available Area, Social Acceptance, Environmental Sensitivity, Access For Collection Vehicles, Natural Hazards, Safety, Basic Services, Educational Potential And Social Sensitivity Of The Surroundings. The Three Selected Sites Are Educational Facilities Or Their Immediate Public Space, All With Verified Social Acceptance, High Educational Potential, Available Basic Services And Identifiable Institutional Custodianship The Condition Identified As Decisive For The Space Not To Become, Over Time, A New Waste Accumulation Point. In Iberia, The Selected Site Has 2,523 M² Available And Is The One That Accommodates The Full Programme Most Comfortably; It Lies In A Flood-Prone Area And Has Storm Drains With Accumulated Page 3 Of 13 Waste, Which Requires A Platform Raised Above The Flood Level, A Demountable Solution And The Resolution Of Water Management As Part Of The Intervention. In Unión Victoria, The Selected Site Has 150 M² Available And No Natural Hazard Exceptional In A Neighbourhood Where Much Of The Land Is Flood-Prone; The Three Functions Must Therefore Be Resolved Compactly, With Folding Or Mobile Furniture And A Transfer Strip Sized For Rapid Rotation Rather Than Prolonged Storage. In Obrero, A Space With 1,215 M² Available Was Selected, With Good Access For Collection Vehicles And No Natural Hazard, Being The Most Suitable Site In The Sector To Concentrate The Sorting And Transfer Component. The Municipality Of Tumaco Has Confirmed The Legal Viability Of The Three Sites For The Implementation Of The Intervention And Will Provide The Corresponding Supporting Documentation, Which Un-Habitat Will Transfer To The Implementing Partner At The Start Of The Agreement. On This Basis, The Task Of The Implementing Partner Is Not To Establish The Legal Status Of The Sites, But To Formalize The Community Use And Custodianship Agreement With The Institution Hosting Each Space, Arrangements That Must Be Processed In Parallel With The Design Phase From The First Month Of Implementation. Un-Habitat Will Deliver To The Implementing Partner, As An Input For The Design, The Project Cartography, The Prioritization Document Covering The Twelve Most Viable Sites And Its Annex Of Assessed Sites, The Socio-Environmental Field Sheets Of The Three Selected Sites And The Safe Accessibility Input Gathered With Women And Young People Through The Her City Tool. The Implementing Partner Is Responsible For The Establishment Of The Structure Within Each Site, The Community Use Agreements, The Environmental Permits, The Platform Level In Iberia And The Governance Scheme For Custodianship, Maintenance And The Destination Of The Material Collected. The Methodological Approach Of This Intervention Is Informed By The New Urban Agenda, By UnhabitatS Nine Environmental And Social Safeguards, By The Gender Approach Supported By The Her City Tool, By The Ethnic Approach Given The Predominantly Afro-Descendant Self-Identification Of The Three Neighbourhoods, By Universal Accessibility And An Age-Differentiated Approach, And By The Dono-Harm Principle, Which Requires Context Analysis Prior To Each Visible Activity, Confidential Handling Of Participants Information And No Exposure Of Community Leaders. This Initiative Is Aligned With The United Nations Sustainable Development Cooperation Framework (Unsdcf) For Colombia 20242027, Particularly Under Its Priority Axes Related To Territorial Development, Access To Basic Services And Environmental Sustainability, In Line With The Principle Of Leaving No One Behind. As A Demonstration Intervention, The Model Developed In Comuna 5 Is Expected To Serve As A Reference For Other Neighbourhoods Of Tumaco And For Intermediate Cities Of The Colombian Pacific And The Andean Region, Contributing To Scalable, Inclusive And Climate-Resilient Urban Development Pathways.
