To comply with the Accounting and Auditing Board of Ethiopia (AABE) Proclamation No. 847/2014 and the Authority for Civil Society Organizations (ACSO) Proclamation No. 1113/2019, Tearfund Ethiopia is transitioning its accounting framework to Accrual-Basis International Public Sector Accounting Standards (IPSAS) effective January 1, 2026. Tearfund invites eligible, qualified, and independent audit and advisory firms to submit technical and financial proposals for two consecutive assignments under a single procurement engagement: Assignment A: IPSAS Conversion, Policy Harmonization, and Capacity Building (Dec1 Dec 31, 2026). Assignment B: Annual Statutory External Audit of IPSAS-compliant Financial Statements for FY2026 (Jan 19 Feb 18, 2027). 2. Scope of Work & Key Deliverables Assignment A (IPSAS Adoption & Conversion): Diagnostic gap analysis; updating the Financial Manual and Chart of Accounts; restating the opening balance as of January 1, 2026; drafting pro-forma IPSAS financial statements; and conducting finance staff training workshops. Assignment B (Statutory Audit FY2026): External audit of the financial statements for the year ending December 31, 2026, in accordance with ISAs, ISAE 3000, ISQC, AABE, and ACSO requirements. Issuance of an Independent Auditors Report and a detailed Management Letter.
